Abstract
The application discloses a method and a device for processing non-compliance of a bid document, wherein the method comprises the following steps: acquiring the name of a certificate in a bidding document, wherein the certificate is a certificate which should be submitted by a bidder in the bidding document; obtaining a template corresponding to each certification document according to the name of the certification document, wherein the template is preset; obtaining a certification file in a bidding document to be audited; and searching a corresponding template according to the name of the certification document in the bid document, and determining whether the certification document in the bid document is in compliance according to the similarity between the certification document in the bid document and the template. By the method and the device, the problems of low efficiency and waste of human resources caused by manual examination of the bidding documents are solved, and therefore examination efficiency of the bidding documents is improved.
Description
Technical Field
The application relates to the field of file processing, in particular to a method and a device for processing a bid file in an out-of-compliance mode.
Background
In the bidding process, the tenderer generally wants the bidder to have a certain qualification to be able to bid, so the bidding document generally requires to add a certification document in the bidding process, and the certification document is used for proving that the bidder meets a certain condition.
At present, the examination of the certification documents is manually carried out, the manual examination efficiency is low, and human resources are wasted.
Disclosure of Invention
The embodiment of the application provides a bid document non-compliance processing method and device, and aims to at least solve the problems of low efficiency and waste of human resources caused by manual examination of bid documents.
According to one aspect of the present application, there is provided a bid document non-compliance processing method including: acquiring the name of a certificate in a bidding document, wherein the certificate is a certificate which should be submitted by a bidder in the bidding document; obtaining a template corresponding to each certification document according to the name of the certification document, wherein the template is preset; obtaining a certification file in a bidding document to be audited; and searching a corresponding template according to the name of the certification document in the bid document, and determining whether the certification document in the bid document is in compliance according to the similarity between the certification document in the bid document and the template.
Further, still include: and adding a label to the bid file under the condition that all the certification files in the bid file are in compliance, wherein the label is used for indicating that the bid file is in compliance.
Further, still include: and if at least one non-compliant certificate exists in the bid file, returning the bid file to a bidder, and transmitting indication information, wherein the indication information is used for indicating the name of the non-compliant certificate.
Further, still include: and sending all the bid documents with the bid document compliance indication labels to corresponding auditors of the tenderer according to a pre-configured contact way.

Detailed Description
It should be noted that the embodiments and features of the embodiments in the present application may be combined with each other without conflict. The present application will be described in detail below with reference to the embodiments with reference to the attached drawings.
It should be noted that the steps illustrated in the flowcharts of the figures may be performed in a computer system such as a set of computer-executable instructions and that, although a logical order is illustrated in the flowcharts, in some cases, the steps illustrated or described may be performed in an order different than presented herein.
In the present embodiment, a bid document non-compliance processing method is provided, and fig. 1 is a flowchart of a bid document non-compliance processing method according to an embodiment of the present application, and as shown in fig. 1, the flowchart includes the following steps:
step S102, obtaining the name of a certificate in a bidding document, wherein the certificate is a certificate which should be submitted by a bidder in the bidding document;
before this step, a bid document and a bid document uploaded to the server through the upload control may also be acquired.
Step S104, obtaining a template corresponding to each certification document according to the name of the certification document, wherein the template is preset;
step S106, obtaining a certification file in the bidding document to be audited;
as an alternative, the number of certification documents required in the bidding document may be first matched, and whether the number of certification documents with the approved bidding document matches the number required in the bidding document may be determined, and if not, the bidding document is considered as an unqualified bidding document.
Step S108, searching a corresponding template according to the name of the certification document in the bid document, and determining whether the certification document in the bid document is in compliance according to the similarity between the certification document in the bid document and the template.
Through the steps, the problems of low efficiency and human resource waste caused by manual examination of the bidding documents are solved, and therefore the examination efficiency of the bidding documents is improved.
In an optional implementation, this embodiment may further include: and adding a label to the bid file under the condition that all the certification files in the bid file are in compliance, wherein the label is used for indicating that the bid file is in compliance. And all the bid documents with the tag indicating the compliance of the bid documents can be sent to the corresponding auditors of the tenderer according to the pre-configured contact.
As another alternative, all bid documents with tags indicating bid document compliance may be numbered, for example, by the time the bid document was uploaded to the server, the number being used to uniquely indicate the bid document. For a first bid file, generating a first check code according to the number of the first bid file and the bid file, wherein the first check code is obtained by performing hash operation on the number and text content in the bid file; for a second bidding document, generating a second check code according to the number of the second bidding document, the first check code and the bidding document, wherein the second check code is obtained by carrying out hash operation on the number, the text content in the second bidding document and the first check code; and analogizing in sequence, for the Nth bid file, generating an Nth check code according to the number of the Nth bid file, the Nth check code and the bid file, wherein the Nth check code is obtained by adding the number with the text content in the Nth bid file and the Nth check code; and storing all the bidding documents and the corresponding check codes. The storage mode can ensure that the bid document is stored more safely and cannot be tampered.
And before the bidding document and the corresponding check code are stored, converting the bidding document into a uniform document format and storing the uniform document format.
The above storage mode is an improved block chain storage mode. As another alternative embodiment, the server may save the bid document in a blockchain, in which embodiment: the server sends the bidding document to the endorsement node; the endorsement node is one of the nodes in the block chain, and is used for generating an endorsement signature for each received bid document and sending the signed transaction to the server; the server is used for endorsement of the bid document into a payload and broadcasting the payload to the ordering service node; the sequencing service node is used for placing the sequenced bid documents into the blocks and sending the sequenced bid documents to all nodes in the channel, the sequencing service node is one of the nodes in the block chain, and the sequencing service node provides a shared communication channel and provides broadcast service for the messages containing the bid documents; the block is used to generate a chain of blocks, the block including at least one transaction and a timestamp of the block.
In another mode, when at least one non-compliant documentary document exists in the bid document, the bid document is returned to the bidder, and indication information indicating the name of the non-compliant documentary document is transmitted.
In step S108, it is determined whether the certification documents in the bid documents are compliant based on the similarity between the certification documents in the bid documents and the template. In an optionally added implementation, the template may be a first picture, where the first picture is an electronic document obtained after a legal certification document is photographed, the template is obtained by erasing text information of the electronic document, if the certification document in the bid document is a compliant certification document, the certification document in the bid document should be the picture in the template plus a corresponding text portion, the certification document in the bid document is converted into a second picture with a size consistent with that of the first picture, and the first picture and the second picture are compared to obtain whether the second picture is similar to the first picture. Similarity may include two cases, one being similar and one being dissimilar, where similarity is similar, determining that the documentation in the bid document is compliant.
Judging whether the first picture and the second picture are similar can be judged through a first machine learning model, wherein the first machine learning model is obtained by using multiple groups of first training data through training, each group of training data in the multiple groups of first training data comprises input data and output data, and the input data comprise two pictures; the output data is a label used for marking whether the two pictures are similar pictures or dissimilar pictures. After training, inputting the first picture and the second picture into the first machine learning model to obtain similar or dissimilar judgment results.
The first machine learning model can be trained in two steps in the training process, wherein the first step is trained by using similar pictures in a general picture library, and the second step is carried out after the convergent machine learning model is obtained through training; and performing incremental training in the second step, wherein training data used in the incremental training are all various certification documents used in the bidding process. After the zheng training through the second step, the machine learning model can be used.
In this embodiment, an electronic device is provided, comprising a memory in which a computer program is stored and a processor configured to run the computer program to perform the method in the above embodiments.
The programs described above may be run on a processor or may also be stored in memory (or referred to as computer-readable media), which includes both non-transitory and non-transitory, removable and non-removable media, that implement information storage by any method or technology. The information may be computer readable instructions, data structures, modules of a program, or other data. Examples of computer storage media include, but are not limited to, phase change memory (PRAM), Static Random Access Memory (SRAM), Dynamic Random Access Memory (DRAM), other types of Random Access Memory (RAM), Read Only Memory (ROM), Electrically Erasable Programmable Read Only Memory (EEPROM), flash memory or other memory technology, compact disc read only memory (CD-ROM), Digital Versatile Discs (DVD) or other optical storage, magnetic cassettes, magnetic tape magnetic disk storage or other magnetic storage devices, or any other non-transmission medium that can be used to store information that can be accessed by a computing device. As defined herein, a computer readable medium does not include a transitory computer readable medium such as a modulated data signal and a carrier wave.
These computer programs may also be loaded onto a computer or other programmable data processing apparatus to cause a series of operational steps to be performed on the computer or other programmable apparatus to produce a computer implemented process such that the instructions which execute on the computer or other programmable apparatus provide steps for implementing the functions specified in the flowchart flow or flows and/or block diagram block or blocks, and corresponding steps may be implemented by different modules.
Such an apparatus or system is provided in this embodiment. obtaining a template corresponding to each certification document according to the name of the certification document, wherein the template is preset;
obtaining a certification file in a bidding document to be audited;
and searching a corresponding template according to the name of the certification document in the bid document, and determining whether the certification document in the bid document is in compliance according to the similarity between the certification document in the bid document and the template.
2. The method of claim 1, further comprising:
and adding a label to the bid file under the condition that all the certification files in the bid file are in compliance, wherein the label is used for indicating that the bid file is in compliance.
