The working principle and the using process of the invention are as follows: when the solar water heater is used, water is injected into the water storage tank 683 through the water injection pipe, the walking device 8 drives the supporting base 7 to move, the supporting base 7 moves to the position near a solar panel to be cleaned and maintained, the driver 4 drives the limiting screw rod 2 to rotate, the limiting sliding block 315 moves along the second limiting plate 5 to be close to the solar panel, the angle adjusting piece 325 is driven to extend, the fifth limiting plate 322 is inclined, the water injection pipe 324 and the obliquely arranged solar panel are positioned in a parallel position, then the power supply of the water pump 686 is connected, and at the moment, the water injection pipe 324 injects water outwards to clean and maintain the solar panel;
