The hardware comprises an intelligent dog card (electronic identification + positioning + NB communication + two-dimensional identification code), and the software comprises an intelligent dog card issuing system, a dog main application software system, a public security/dog raising registration and record management system, a city management/inspection law enforcement management system, a farming and grazing/immune quarantine management system, a check site identification management system (including dog face identification and dog nose print identification), a pet hospital management system, a community property management system and the like. The following describes each system.
The intelligent dog card is shown in fig. 3, and the intelligent dog card 1 is installed on a collar 2 of a dog for use and comprises a dog card shell 11, a main control unit 12, a rechargeable battery 15, an RFID electronic identifier 16, a multi-positioning component 13, an NB-IoT/4G communication module 14 and a two-dimensional identification code 17; the rechargeable battery 15, the multi-positioning module 13 and the NB-IoT/4G communication module 14 are all connected to the main control unit 12 through a wire 18.
The RFID tag 16 is a passive tag.
The battery is selected from a lithium ion rechargeable battery or a nickel-hydrogen rechargeable battery, and is charged in a wired or wireless mode.
The NB-IoT/4G communication module 14 is an ultra-low power consumption communication module, and can support an ultra-long standby by setting a long communication time interval.
Dog tablet shell 11 is the flat box column structure of rectangle, and the comfort when four corners fillet is worn in order to improve the dog, and its both ends have the fixed orifices 111 that is used for penetrating dog neck ring 2.
The intelligent dog plate has the following technical characteristics:
1. intelligentization: the intelligent dog plate comprises four current advanced technologies such as electronic identification, GPS/Beidou positioning, NB-IoT/4G communication, two-dimensional identification code retrieval and the like, is a technical product with extremely high intelligent degree at present, has the characteristics of science, high efficiency, safety, automation, maturity and practicality, and also conforms to the standards of electronization, digitization and intelligence.
2. The electronic identification module adopts an RFID 900 Mm passive electronic tag, has a globally unique ID number, is a very reliable electronic identity of the pet, and can store basic information (including name, sex, age, species, photo and the like), basic owner information (including name, contact telephone, address and the like), registration information, immunity condition, disease condition, violation record and other related information of the pet, or be related to a database of the information through the ID number. The law enforcement personnel read, check and enforce the law through the special handheld terminal.
The electronic tag can also be bound with the dog nose print characteristic to become the sole identity basis of the pet.
The RFID electronic identification has the following technical advantages:
1. full-automatic identification: the unique code of the pet identity is realized, and managers can easily obtain the pet basic information, owner information, registration information, immune condition, disease condition, violation record and other information of a certain pet only through a system handheld terminal.
2. Efficient traceability: the system can track the whole life cycle of the pet in a whole process, strictly manage the immunity of the pet, take dog breeding as an example, effectively control rabies and supervise the uneventful dog breeding behavior.
3. Convenience: the system is subjected to full-electronic data centralized management, so that a large amount of data searching work is completed by the server, a large amount of manpower and time are saved, and the reaction to events is more efficient and quicker.
4. Safety: the system adopts a new generation of RFID electronic tags which are specially designed for pets, the identification response time is short, the average failure rate is low, and the safety, timeliness and stability of the tag identification link can be ensured.

The multiple positioning module can realize the functions of positioning the pet in real time, protecting a fence, finding lost and the like, and makes up the technical defects of various positioning technologies in special occasions by adopting multiple positioning technologies.
1. GPS positioning
GPS (Global Positioning System), its main Positioning principle is: the GPS satellite calculates the distance between the satellite and the user mobile phone by recording the time for receiving and transmitting signals with the user mobile phone, and then integrates the data of a plurality of satellites to position the specific position of the user mobile phone. The GPS positioning system has long construction time, mature technology and accurate positioning, the minimum precision is about 15 meters, but GPS signals are easily interfered by shelters such as clouds, buildings and the like, so the satellite positioning system is mainly used for outdoor positioning. In addition, from a strategic aspect, in order to prevent the phenomenon of neck sticking, a dual GPS/beidou technology or more positioning technologies should be adopted for implementation.
2. Big dipper positioning
The Beidou satellite navigation system is a global satellite navigation system which is autonomously constructed and operated in China with attention paid to the development needs of national security and economic society, and is a national important space-time infrastructure for providing all-weather, all-time and high-precision positioning, navigation and time service for global users. The Beidou system is characterized in that: the Beidou system space section adopts a mixed constellation composed of three orbit satellites, compared with other satellite navigation systems, the Beidou system space section has more orbit satellites, strong anti-blocking capability and more obvious performance advantage especially in low latitude areas; the Beidou system provides navigation signals of a plurality of frequency points, and the service precision can be improved in modes of multi-frequency signal combination use and the like; and thirdly, the Beidou system innovatively integrates navigation and communication capabilities and has multiple service capabilities of positioning navigation time service, satellite-based enhancement, foundation enhancement, precise single-point positioning, short message communication, international search and rescue and the like. The Beidou system is short in construction time and has some imperfect places, and multiple positioning technologies are considered to be used together at the present stage.
3. Base station location
The mobile base station locates LBS (Location Based Service), whose principle is mainly three-point Location. After the mobile phone or the mobile terminal of the user is started, the mobile phone or the mobile terminal can register to surrounding base stations, and simultaneously the mobile phone or the terminal can measure downlink pilot signals of different base stations to obtain the arrival time and the arrival time difference of signals of each base station, and then the position coordinate data of the base stations are compared to correct the position data of the mobile phone or the terminal. The positioning accuracy of the base station is not high, the error is about 100 meters to kilometers, the error source is mainly the density of the base station, the more nearby base stations are, the higher the positioning accuracy is, and the better the positioning effect in some positions and indoors is than that of a GPS and a north-fighting system.
4. A-GPS assisted positioning
a-GPS Assisted positioning is known as Assisted GPS, i.e. Assisted global positioning system, and as the name suggests, this positioning is in fact an enhanced version of GPS positioning. The mobile equipment positioning method is a technology for quickly positioning mobile equipment by combining network base station information and GPS information, and the positioning speed is higher by utilizing the position information of a mobile phone base station and matching with a traditional GPS satellite.
5. Wi-Fi positioning
The principle of Wi-Fi positioning is similar to that of mobile base station positioning, three-point positioning is carried out according to nearby stations with known positions, only in Wi-Fi positioning, the wireless AP plays the role of a mobile base station, and the base station is moved indoors, so that the navigation positioning technology in an indoor environment is greatly improved.
The 4G communication module adopts a 4G communication technology with low power consumption, wide coverage, low cost and bidirectional communication, completes the connection with the platform, establishes a good and reliable communication channel, can have longer standby time and can have smaller volume. In addition, the connection with China Mobile and China telecom cloud platforms is completed, and the use selectivity is larger.
The two-dimensional identification code retrieving module is specially used for carelessly losing the pet and is picked up by general people, and the owner of the pet can be found by scanning the two-dimensional identification code of the intelligent dog card by a mobile phone which can be possessed by the general people.
The two-dimensional identification code on the intelligent dog plate is well sprayed and painted when the product leaves a factory, and is bound with the electronic tag ID and the communication module ID. The two-dimensional identification code information can comprise pet names, owner names, contact telephones and the like; the related information in the two-dimensional identification code can not be scanned with any information except for a record mobile phone of a public security department at ordinary times, and can be started only after a pet is lost and reported to be lost on the main application software of the mobile phone dog, so that the leakage of personal information is avoided; after the identification code is retrieved, the dog master application software cancels the loss report, the information in the two-dimensional identification code is closed again, and the information displayed in the two-dimensional identification code is completed through platform setting.
As shown in fig. 4, the intelligent dog card issuing system comprises two modules of reservation management and pet management; the reservation management module comprises three submodules of reservation statistics, reservation location management and reservation details. The pet management module comprises sub-modules of registration record, audit management, dog raising query, registration change, transfer registration, log off registration, audit query, password modification and the like.
And the auditing management module audits the data information which is reserved and uploaded in the mobile phone application software and checks the data information uploaded by other authorized terminal systems.
The intelligent dog plate mainly relates to the binding of the ID number of the RFID electronic tag, the ID number of the communication module and the two-dimensional identification code, and the binding of the dog face and the dog nose print picture.
The issuing system mainly comprises a platform software client, a computer and an RFID (radio frequency identification) issuer. The issuer can adopt both a desktop issuer and a handheld issuer, and the desktop issuer is recommended to be more economical and convenient.
The desktop issuer is a flat-plate type RFID read-write device and is used for writing basic information (including name, gender, age, variety, photo and the like) of a pet, basic information (including name, contact telephone, address and the like) of an owner, registration information, immunity condition, disease condition, violation record and other related information into a database corresponding to the electronic tag ID, most of the information can be written in through a mobile phone dog main application software of the pet owner, and when the intelligent dog is issued, only the electronic tag ID is bound, so that the issuing time can be greatly shortened, and the efficiency is improved.
The main parameters of the desktop publisher are as follows:
1. air interface protocol: the standard accords with the requirements specified in GB/T29768-2013, and can be compatible with the SO18000-6C protocol standard;

As shown in fig. 5, the dog main application software system is a mobile phone application program, a wechat community number or a wechat applet, and a primary module of the dog main application software system comprises a module for holding dog certificates and information about pets; the module for holding dog certificates comprises two-level modules of reservation registration, policy document, need handling, location query and the like; the pet information comprises two-level modules of two-dimensional identification code information updating, map information, loss registration, loss cancellation, loss alarm, real-time track, historical track, one-key searching, dog raising information confirmation, fine payment, intelligent dog card recharging, insurance service, historical notification, pet supplies, notification setting, password modification and the like.
The dog owner application software system is a special program installed on a mobile phone of a pet owner, and is implemented by using a WeChat public number at present in order to reduce the pressure of installing the mobile phone application software.
The main functions are as follows:
the reservation registration module can make a reservation, and a pet owner can select related procedures such as registration, logout registration and intelligent dog card registration at a nearby place meeting requirements; before the appointment transaction, pictures, certification documents and related information can be uploaded as required, and all registration procedures can be completed through electronic transaction by using a mobile phone.
The pet information module can check the related information, guardian information and a plurality of guardian information of the set pet, can provide modification application for the information which needs to be modified, and can carry the related certification material to change after notification.
The pet which is badly lost by the modules of the lost registration, the lost cancellation, the lost alarm and the like can be lost on the platform, after the lost is effective, a two-dimensional identification code information channel on the intelligent dog card is opened, so that the picked masses can acquire the information of the pet owner through mobile phone code scanning, and contact and return as soon as possible; after the pet is found back, the operation of removing the pin is carried out, and the two-dimensional identification code information channel is closed after the completion, so that the leakage of personal information is prevented.
The real-time track module can check the real-time position of the pet at any time and present a dynamic real-time position.
The historical track module can check the historical activity track of the pet within one month.
The one-key searching module utilizes the positioning accuracy (generally about 10-20 meters) of the positioning system, so that after the approximate position of the pet is determined, the one-key searching function can be started, the intelligent dog plate worn by the pet can make a sound (such as 'owner is in the place' or other customized sounds), and the owner can accurately find the pet by searching the sound.
The two-dimensional identification code information updating module is used for enabling a new owner to change the related information in the two-dimensional identification code after the owner of the pet is replaced.
The fine payment module can realize that a dog owner inquires service cost required to be paid or pays fine according to the prompting information of the 'fine payment' prompt column in the application software.
The intelligent dog card recharging module comprises the use fee, the operation service fee, the daily maintenance fee, the software upgrading fee, the intelligent dog card communication flow fee and the like of platform software, a pet owner is reminded to recharge on a mobile phone when the mobile phone is opened two months before the service in the first year expires or the mobile phone is recharged for other people, all use of the platform is automatically stopped when the service is not paid for the first year, and all information of the pet cannot be inquired and handled.
The insurance service module comprises a policy inquiry function, an insurance alarm function, an insurance claim settlement process and a claim settlement record function and the like.
The history notification module can view the last 3 months of in-platform notifications in sequence or perform retrieval queries in time.
The pet article module provides information such as pet articles, pet foods and pet hospitals, promotion and preferential information of related shops, online shopping, navigation and other services for pet owners.

As shown in fig. 6, the public security dog registration and record management system comprises three subsystems, namely a computer GA client, a handset GA client and a mobile GA client; the computer GA client comprises an appointment management module, a dog raising management module, a punishment center module, a map management module, a comprehensive query module and a comprehensive statistics module.
The reservation management module comprises a reservation location management module, a reservation registration module, a reservation auditing module, a reservation recording module and a reservation counting module.
The dog raising management module comprises a registration record module, a registration change module, a transfer registration module, a logout registration module and a password modification module.
The penalty center module comprises a penalty setting module, a dog raising penalty module, a penalty inquiry module and a penalty statistic module.
The comprehensive query module comprises a loss management module, a dog raising query module, a dog raising notification module, a registration record query module and a dog raising notification message setting module.
The comprehensive statistical module comprises a regional statistical module, a variety statistical module, a dog raising frequent occurrence statistical module, a dog raising loss statistical module and a dog raising notification type statistical module.
The modules included in the handset GA client and the mobile GA client are shown in fig. 6, and are not described again.
The registration and record module collects necessary information (including a master identity card, an address certificate, necessary information of a pet, a pet vaccination certificate, dog face and dog nose print photos and the like (the information is uploaded mainly through a reservation function in mobile phone application software) to handle registration and record procedures, issue intelligent dog cards, generate electronic dog keeping cards and the like.
The dog raising query module collects and associates a plurality of information of a pet to form a data file.
The dog raising query module can query detailed information of the pet and the owner according to the name of the pet, the variety of the pet, the serial number of the pet certificate, the ID number of the intelligent dog card, the two-dimensional identification code, the name of the owner, the identity card number, the mobile phone number and the like.
The registration changing module and the logout and logout registering module are used for changing the pet information of the replacement owner and logout the pet information which is not raised or died.
The comprehensive statistical module can perform statistical analysis according to the information of the variety, age, health, law violation and the like of the pet, and feeds back the result to the manager.

As shown in fig. 7, the urban management inspection law enforcement management system comprises three modules, namely a computer CG client, a mobile phone CG client and a handset CG client; the computer CG client comprises a punishment center, a map management module, a comprehensive query module and a comprehensive statistics module.
The penalty center module comprises three modules of penalty setting, dog raising penalty, penalty inquiry, penalty statistics, password modification and the like.
The map management comprises three modules of time period query, two-dimensional identification code query, dog raising current position, range search, nickname search, dog raising owner search, historical track search, electronic fence and the like.
The comprehensive query module comprises three modules of loss management, dog raising query, dog raising notification, registration record query, dog raising notification message setting and the like.
The comprehensive statistical module comprises three stages of modules, namely regional statistics, variety statistics, dog raising frequent occurrence statistics, dog raising loss statistics, dog raising notification type statistics and the like.
The penalty setting module can generate illegal violation punishment sheets (all illegal violation punishments) at a computer end, transmit the illegal violation punishments to the platform database, and send the punishment sheets to the application software of the main mobile phone of the dog through the platform; the electronic toll collection can be carried out on site, and the fine can be paid through the application software of the dog master mobile phone; the law enforcement personnel can scan the two-dimensional identification code of the dog plate in a short distance through a mobile phone of law enforcement personnel and then fill in corresponding information to generate an electronic punishment bill, and can also scan the electronic tag of the intelligent dog plate in a long distance through a special handheld device and then fill in corresponding information to generate the electronic punishment bill. For the illegal dog owners, the warning penalty bill is automatically generated for the first time, and the economic penalty bill is automatically generated for the second time or more.
The electronic fence module can draw an area where the dog sliding is forbidden on an electronic map, and once the dog carrying the intelligent dog card enters the electronic fence module, an alarm prompt can be sent out immediately.
The dog raising query module law enforcement officer can search related information by scanning the dog card two-dimensional identification code or inputting the master identity card number or the mobile phone number and the address information.
The dog raising punishment module law enforcement personnel discover illegal behaviors, write corresponding information into the electronic punishment sheet after remotely scanning the dog card electronic tag through a special handheld machine after the dog raising punishment module law enforcement personnel take photos and obtain evidences, transmit the electronic punishment sheet to a platform database through a special handheld machine 4G communication network, and transmit the punishment sheet to dog main mobile phone application software through a platform.
The data query module can query the detailed information of the pet and the owner according to the name of the pet, the serial number of the pet certificate, the ID number of the intelligent dog card, the two-dimensional identification code, the name of the owner, the identity card number, the mobile phone number and the like.
Aiming at the alarm complaint of only disturbing residents of dogs, the disturbing people processing module can inquire registered dog owners and mobile phone numbers by law enforcement personnel according to addresses, and can use a law enforcement mobile phone to give out warnings or penalty orders for law enforcement; for unregistered families of dogs, dog handling procedures, public warning tickets or other treatment measures can be posted.

As shown in fig. 8, the farming and animal husbandry immune quarantine management system includes immune quarantine conditions, data query, data statistics, epidemic prevention reminding, immune charging and password modification modules.
The immune quarantine condition module records the pet vaccination condition and the pet quarantine condition and generates an electronic immune card and the like.
The data query module can query the detailed information of the pet and the owner according to the name of the pet, the serial number of the pet certificate, the ID number of the intelligent dog card, the two-dimensional identification code, the name of the owner, the identity card number, the mobile phone number and the like.
The data statistical module can list corresponding information according to the actual immunity condition of the pet and certain conditions.
The epidemic prevention reminding module reminds the pet owner who does not perform vaccine injection in the set time.
The immune charging module can charge immune rule fee at a computer end to realize electronic charging and can also complete charging through the operation of application software of a dog master mobile phone.
And the password modifying module is used for modifying and setting the account password.
As shown in fig. 9, the censorship department management terminal system includes modules for identity recognition, immune quarantine, handling and accepting, log-off processing, password modification and the like; the identity recognition comprises a dog face recognition module and a dog nose print recognition module.
The reservation station mainly comprises the accommodation, quarantine, breeding and treatment of lost dogs, abandoned dogs and wandering dogs. The system comprises dog face identification and dog nose print identification technologies, can quickly identify and retrieve, and is a great technical breakthrough for identifying the identity of the wave dog.
The identity screening module can be to the pet of wearing intelligent dog tablet, through scanning electronic tags or two-dimensional identification code, or can all discern the identity and the owner identity of pet rapidly through communication module ID, to the pet that does not wear intelligent dog tablet, can confirm pet identity and owner identity rapidly through dog face discernment and dog nose line recognition technology.
The immune quarantine module records or reminds the pet to carry out physical examination, immune examination and the like, and after immune quarantine, an electronic immune card and the like are generated.
The approval handling module can issue approval/approval notices to the wandering dogs with healthy quarantine results through a platform, approves approval/approval procedures and can appropriately collect feeding fees.
The logout processing module is used for screening and recording the killing and the cancellation of the dangerous and serious dog diseases such as rabies and the like, and performing logout processing in the platform system.
And the password modifying module is used for modifying and setting the account password.
The dog face recognition module is a series of related technologies which collect images or video streams containing animal faces by using a camera or a camera, automatically detect and track the animal faces in the images, and further recognize the faces of the detected animal faces. The cat and dog biological identification technology based on the face information has the advantages of high pet friendliness, good operation experience and the like, and has wide application prospects.
The nose line identification module determines the identity of a dog by comparing the image characteristics of the nose line of the dog by utilizing the uniqueness and the stability of the nose line of the dog, is limited by the physical size of the nose line and needs to fix the head position of an animal during identification. High-precision pictures need to be taken of the nose, and the contour can be positioned only by taking the nose for multiple times.
The dog face/dog nose print recognition technology has the following advantages:
1. high precision
The comparison accuracy is high, and the accuracy rate of the facial comparison test of the cat and dog far exceeding the human eye identification level can reach more than 95 percent, so that powerful support is provided for unique identification of pet identities;
2. secure tamper-proofing
Safe and harmless to pets. Biometrics are not replaceable (chip and other hardware are replaceable);
3. covering all varieties
The face detection of different breeds of dogs and cats is supported; 178 breeds of canines (american AKC standard); cat 40+ variety (in training);
as shown in fig. 10, the health information management system includes vaccine management, visit registration, statistical query, personnel query, dog breed analysis, and modification password module. The health information management system is mainly used for monitoring the use condition of rabies vaccines of people
The diagnosis registration module is used for registering and recording the name, identification card number, mobile phone number of the patient to be diagnosed, the time and place for injecting rabies vaccine and the like, and registering the detailed information of the injured animal.
The statistics query module can query the specific conditions of rabies vaccine injection according to information such as name, identification card number, mobile phone number and the like, and can summarize the quantity of rabies vaccine injection and the prevalence conditions of other types of infectious diseases according to time (month and year).
The personnel query is used for querying whether a dog is raised under a certain natural name, whether the dog is bitten and attacked by the dog, the dog raising history and the dog-related penalty record.
The canine species analysis is used for analyzing the number, variety and distribution characteristics of canine species in local areas.
And the password modifying module is used for modifying and setting the account password.
As shown in fig. 11, the pet hospital management system includes an immune charge setting, an immune examination reminding, a dog raising inquiry, an immune examination settlement statistic and a password modification module.
The pet hospital can only monitor the health condition and disease condition of the pet by acquiring the medical qualification of the relevant department of charge and being included in the management range of the platform to receive the unified management. The immune inspection settlement statistics is used for counting the expenses of immune inspection, immune service and the like.
And the password modifying module is used for modifying and setting the account password.
As shown in fig. 12, the community property management system includes three subsystems, namely, a computer WY client, a mobile phone WY client and a handset WY client; the computer WY client comprises a penalty center, a map management module, a comprehensive query module and a comprehensive statistic module.
The system provides detailed information of pets in the area for the property of the community, and the property of the community assists the public security, city management and epidemic prevention departments to do supervision work according to the actual condition of the pets, so that the daily specification and law keeping on state of dog owners are standardized.
The comprehensive query module can query the name, variety, dog certificate number, intelligent dog ID number, two-dimensional identification code, owner name, identity card number, mobile phone number and the like of the pet according to the area managed by the community to query the detailed information of the owner of the pet.
The comprehensive statistical module can be used for performing statistical analysis on information such as varieties, ages, health, illegal and the like of the pets according to the region managed by the community for reference of a manager.
The punishment center module can only disturb the complaints of residents for dogs, community management personnel can inquire registered dog owners and mobile phone numbers according to addresses, and can use the law enforcement mobile phones to send warnings or law enforcement punishment tickets to the dog owners under the condition that the doors are not opened; for unregistered families of dogs, dog handling procedures, public warning tickets or other treatment measures can be posted.
The electronic fence module can draw an area where the dog sliding is forbidden on an electronic map, and once the dog carrying the intelligent dog card enters the electronic fence module, an alarm prompt can be sent out immediately.
The punishment center module supports community management personnel to punish violations such as 'no dog plate', 'no dog rope leading', 'no excrement removal' and 'people disturbing' according to community dog raising management regulations, can scan a two-dimensional identification code of the dog plate, or generate a punishment sheet on mobile phone application software after inputting a master identity card number or a mobile phone number, transmits the punishment sheet to a platform database through a mobile phone, and transmits the punishment sheet to main mobile phone application software of the dog through the platform.
