s3, constructing a second layer, taking down a first drill bit (1), installing a second drill bit (2) on a drill rod of a double-sleeve jumbolter, wherein the second drill bit (2) comprises a second connecting body (21), a second connecting seat (22), a second insert (23) and a guide column (24), one end, close to the drill rod, of the second connecting body (21) is provided with a grout outlet hole (211), the grout outlet hole (211) is communicated with a cavity in the drill rod, the second connecting seat (22) is installed on the end face of the other end of the second connecting body (21), the number of the second connecting seats (22) is three, the axes of the second connecting bodies (21) are used as array centers, the surfaces of the other ends of the second connecting bodies (21) are distributed, a second accommodating cavity (221) is formed between two adjacent second connecting seats (22), the grout outlet hole (211) is communicated with the first accommodating cavity (121), the second insert (22) is installed on one side of the second connecting seat (23) of the drill rod (22), the guide column (24) is provided with a cutting blade (2), the drill rod (2) is installed on one side of the drill rod, the guide column (24) is provided with a mud pump (S), the drill bit is connected with the guide column (2), the drill bit is arranged on one side of the top of the drill rod (2, and the drill bit is adjusted, the drill rod of the roof bolter drives the second drill bit (2) to rotate, in the process of rotating the second drill bit (2) to drill holes, generated fragments and sundries enter a second accommodating cavity (221), the fragments and the sundries are punched out of the holes through the inner sleeve, after the drill rod is drilled to a preset depth, the second drill bit (2) and the inner sleeve are taken out, the outer sleeve is left in the drill holes, and the construction of the second layer of drill holes is completed;
s4, placing an anchor rod steel stranded wire and a flange plate into the hole, and pulling out the outer sleeve beyond the length of the enlarged head of the anchor rod;
s5, reaming and grouting, namely moving the outer sleeve to the position of the outer sleeve by using a high-pressure rotary jet drilling machine, aligning the high-pressure rotary jet head, penetrating the rotary jet head into the outer sleeve to the designed length, starting rotary jet of the high-pressure expansion head, and completing grouting;
and S6, completing construction, removing the high-pressure rotary jet drilling machine, moving the double-sleeve bolting machine to the bolting position, pulling out the outer sleeve by using the double-sleeve bolting machine, and closing the bolting hole opening to complete construction.
2. A rock bolt construction process according to claim 1, wherein: the marks in the step S1 comprise the height, angle, aperture and depth information of the drilled hole.

A rock bolt construction process according to claim 1, wherein: the first inserts (13) are made of diamond composite sheets, the number of the first inserts (13) is twenty-four, eight first inserts (13) are used as a group, and the eight first inserts are distributed on the surface of the first connecting seat (12) respectively.

A rock bolt construction process according to claim 1, wherein: the second inserts (23) and the guide posts (24) are made of cobalt carbide, the number of the second inserts (23) is nine, and three second inserts (23) are used as a group and are respectively distributed on one side of the second connecting seat (22).
5. A rock bolt construction process according to claim 1, wherein: the axis of the guide post (24) and the axis of the second connector (21) are positioned on the same straight line.

A rock bolt construction process according to claim 1, wherein: in the step S4, after the processing of the anchor rod steel stranded wire is completed, the anchor rod steel stranded wire and the flange plate are synchronously fed into the drill hole until one meter of the outer end of the orifice is left, when the difficulty in inserting the anchor rod steel stranded wire into the outer sleeve is found, the outer sleeve is pulled out, impurities in the drill hole are removed, the outer sleeve is inserted into the drill hole again, and meanwhile, the impurities in the drill hole are flushed out by injecting clear water.

A rock bolt construction process according to claim 1, wherein: in the step S4, oil and rust removal treatment is required to be carried out on the anchor rod steel stranded wire and the flange plate before the anchor rod steel stranded wire and the flange plate are used for avoiding affecting the adhesion with an anchoring body.
