The invention relates to a water temperature adjusting device for a cylinder sleeve of an internal combustion engine, which comprises an internal combustion engine set and a control center, wherein a circulating water outlet and a circulating water inlet are arranged on the cylinder sleeve of the internal combustion engine set, and an emergency heat exchanger and a waste heat utilization heat exchanger are arranged between the circulating water outlet and the circulating water inlet. The cylinder sleeve water of the internal combustion engine is cooled through the waste heat utilization heat exchanger on one path, and is cooled through the emergency cooling heat exchanger on the other path, and when the cooling effect of the waste heat utilization heat exchanger cannot meet the water inlet requirement of the cylinder sleeve water, the water amount of the waste heat utilization heat exchanger side and the water amount of the emergency cooling heat exchanger side are automatically adjusted through the three-way valve. And meanwhile, the adjusting opening of the circulating cooling water is automatically adjusted according to the opening of the three-way valve and the temperature of the cylinder liner water of the internal combustion engine.

Furthermore, a hot water circulating pump is arranged at the circulating water inlet.
Compared with the prior art, the invention has the advantages that: the cylinder sleeve water of the internal combustion engine is cooled by the waste heat utilization heat exchanger in one path, and is cooled by the emergency cooling heat exchanger in the other path, and when the cooling effect of the waste heat utilization heat exchanger cannot meet the water inlet requirement of the cylinder sleeve water, the water quantities of the waste heat utilization heat exchanger side and the emergency cooling heat exchanger side are automatically adjusted by the three-way valve.
