7. A sound-insulating and noise-reducing apparatus for use in building construction as claimed in claim 6, wherein: the inside fixedly connected with check valve (17) of blast pipe (16), the side fixed mounting of fixed plate (2) has admission valve (18).

A sound-insulating and noise-reducing apparatus for use in building construction as claimed in claim 7, wherein: spout (19) have been seted up to the inside of base (1), stopper (15) pass through spring (22) and connect the inner wall at spout (19), stopper (15) slide in the inside of spout (19), stopper (15) wholly is the U-shaped structure.
9. A sound-insulating and noise-reducing apparatus for use in building construction as claimed in claim 8, wherein: the bottom of the base (1) is fixedly provided with universal wheels (20).
10. Use of a sound-insulating and noise-reducing apparatus for building construction according to claim 9, characterized in that it comprises the following steps:
s1, when the device is used, the whole device is moved, the device is moved to a target position under the rolling of the universal wheels (20), the movable plates (3) are unfolded, the adjacent movable plates (3) are fixed through buckling of the corresponding lock catches (9) and the corresponding clamping hooks (10) in the unfolding process of the movable plates (3), all the movable plates (3) are connected into a straight plate shape, all the movable plates (3) in the straight plate shape are integrally erected, the movable plate (3) at the bottommost part is buckled with the fixed plate (2) through buckling of the lock catches (9) and the clamping hooks (10), all the movable plates (3) are unfolded, and the whole structure formed by the movable plates and the fixed plate (2) is the straight plate shape;
s2, starting a vacuum pump (5), vacuumizing the fixed plate (2) by the vacuum pump (5) through an exhaust pipe (16), and simultaneously forming a negative pressure state in the movable plate (3) under the connection of the air guide pipe (4) so that the soundproof chambers (6) in the fixed plate (2) and the movable plate (3) tend to be in a vacuum state;
s3, after the device is installed and adjusted, the device can be pushed, and the position of the whole device is adjusted again under the rolling of the universal wheels (20), so that the fixed plate (2) and the movable plate (3) are in proper positions to play a role in sound insulation and noise reduction;
s4, after the device is used, the lock catch (9) and the clamping hook (10) are separated, the movable plates (3) are folded together, the limiting plate (13) is erected, the limiting rod (14) is clamped with the limiting block (15), all the movable plates (3) are contained together, and the positions of the movable plates (3) are fixed.
