The weight sensor in the dustbin detects the weight increase, transmits the rubbish weight that increases this time to control center through communication module, and control center can be based on the definite specific user that puts in to which dustbin and acquire the weight of putting in rubbish of corresponding position sensor like this. The working personnel regularly drives the cleaning and transporting vehicle to clean and transport the garbage every day, when the cleaning and transporting vehicle information code is close to the second information identification module, the garbage can is opened, the garbage in the garbage can is transferred to the cleaning and transporting vehicle, meanwhile, the information is transmitted to the control center, the control center can clearly and specifically determine which cleaning and transporting vehicle cleans and transports the corresponding specific garbage in the garbage can through the cleaning and transporting vehicle information, and then the running track of the cleaning and transporting vehicle is monitored in the whole process according to the position information on the cleaning and transporting vehicle. When the garbage is transported to a treatment plant by the cleaning and transporting vehicle, the garbage is firstly subjected to electrified treatment by the electrified treatment equipment, and in the process, the control center acquires garbage input amount information and pretreated garbage output amount information through a weight sensor on the electrified treatment equipment.
