本发明提供了一种系统信息请求的发送方法、装置和系统,该方法包括:终端设备根据服务小区是否配置了SUL确定使用基于消息1的系统信息(SI)请求过程或者基于消息3的SI请求过程通过SUL或NUL向网络设备请求按需系统信息。根据本发明实施例,能够避免在终端设备能力不支持的情况下选择错误的SI请求过程。
