The command and dispatch system for the emergent public health event is based on an SOA (service oriented architecture), adopts an ESB (enterprise service bus) service bus implementation mode, and constructs a multi-layer distribution system combining asynchronous and synchronous modes on the basis of normalized data representation and transmission, so that the safety and reliability of the system are guaranteed, the health informatization service system is completely integrated in real time, the construction requirements of the national health council and the Chinese disease prevention and control center on an application system are met, and the informatization level of the disease prevention and control center is improved.
The platform adopts a three-layer system structure, and dependency relationship among subsystems can be limited through layering, so that the system is coupled in a looser mode, and the system is easier to construct, maintain and upgrade.
The system mainly comprises two types of users, namely, users of a leader layer can use a central terminal to apply and access the system anytime and anywhere; according to the working requirement, an emergency instruction and a working requirement can be issued through the system; secondly, the basic level business user collects and transmits the site information in real time in the process of site investigation and disposal, so as to facilitate leading decision, and the platform has the main functions of: the system comprises a GIS system, a voice recognition engine, a center end command large screen application and audio and video data storage and playback.
The GIS system, namely a geographic information system, is a visual bottom support application of emergency data, can visually reflect the situations of landforms around an emergency, protection targets, hazard sources, rescue team distribution and the like through the GIS, is convenient for leaders and experts to grasp the situation development in emergency work, optimizes resource allocation and formulates a rescue scheme; individual soldier equipment in the project has a satellite positioning function and can be displayed on a GIS in real time.
The voice recognition engine can recognize the audio frequency in the individual equipment as characters, and the recognition rate is not lower than 90% under the condition of the standard pronunciation of Mandarin Chinese; after the recognized characters are manually confirmed and the format of the recognized characters is adjusted, the recognized characters can be arranged in a field investigation and disposal report, the report time is shortened, and the workload of manual recording is reduced.
The central end commands the large screen application to cut out 6 video pictures at most, video signals transmitted by the individual soldier equipment are displayed on the large screen in a shunt way, and the central end can be connected with the camera and the microphone equipment to carry out video conversation with one of the 6 channels.
The audio and video storage and playback can be used for storing audio and video materials in the individual soldier equipment in a classified manner in a mainstream format, the storage period is not less than 20 years, the inquiry can be carried out according to the video type, time, uploading accountant and the like, and any one of the audio and video materials can be selected for playback.
The invention provides an emergency command and dispatching platform for a sudden public health incident of a 5G mobile flow dispatching instrument, which mainly has a function of reporting 5G real-time information by responding to epidemiological field investigation of the sudden public health incident through the 5G mobile flow dispatching instrument; the central terminal can receive video information transmitted back by the individual soldier terminal in real time; the user can simultaneously support 4G, wifi for use through the 5G mobile network; the device can lead the leader and the decision maker to still know and control the scene and the emergency situation of the emergent public defense incident outside the command center; in addition, a convenient condition for directly sending the field information back to the command center can be provided for field personnel, so that a rapid link can be established between the field and the command center, and efficient support is provided for command decision.
Preferably, the 5G mobile modem 100 includes a power switch 1, a camera 2, an earphone 3, an antenna module 4, a radio frequency circuit 5, a logic circuit 6, a GPS module circuit 7, a volume control circuit 8, a screen display control circuit 9, a processor and storage circuit 10, a power charging circuit 11, a battery 12, a bluetooth and WIFI module 13, a flash circuit 14, a vibrator circuit 15, a USB interface circuit 16, and a microphone circuit 17.
Preferably, the storage system 400 is a storage platform supporting multiple services of voice, video, short message and message based on an IP network, is used for storage, query, download and play functions of various media, and supports media processing function call through a standard API; the interface gateway 500 is in butt joint with the multifunctional three-proofing mask 5G mobile flow modulation instrument 100 by adopting an IP technology to realize passive receiving and active obtaining of information; and the information is transmitted to the master command center 201 in time, and the master command center 201 realizes intelligent linkage and quick response to various information.

Preferably, the central processing unit is a 64-bit microprocessor, and the central processing unit is connected with the touch type color LCD screen through a screen display control module and is used for displaying related information; the central processing unit is connected with the communication module and controls the handshake connection and mode selection of the communication module; the control module is connected with the control panel, four keys are arranged on the control panel and respectively represent an exit/return/cancel function key, an up-down/front-back/left-right/increase-decrease selection function key, a menu/confirmation/selection/storage function key and other functions to share the four keys for receiving the instruction of an operator and executing a completion instruction;
preferably, the emergency public health event commanding and dispatching center 200 adopts a cascade management architecture of a 'multi-stage center', a sub-master command center and a sub-command center according to the self organization setting of the user; the general command center is a command and control center of the whole comprehensive emergency command and dispatching system and has the highest management and dispatching authority; the sub-command center is authorized by the master command center to control and manage the sub-command center in the jurisdiction; the sub-command centers cannot access the general command center more than grade, and the sub-command centers cannot access at the same grade.
In actual use, the invention comprises the following steps: when an emergent public health event occurs, on-site flow dispatching personnel utilizes the 5G mobile flow dispatching instrument 100 to carry out on-site epidemiological investigation, and sends flow dispatching information to the emergent public health event commanding and dispatching command center 200 in real time through a 5G mobile network in a high-definition manner, after the command center 200 receives the information through the interface gateway 500, the command center 200 immediately carries out data sorting and analysis, after a proper emergency plan is determined, the comprehensive emergency commanding and dispatching system 300 feeds the information back to the nearest third-party emergency platform 600, and after the third-party emergency platform 600 receives the information, the emergency platform 600 immediately cooperates with the emergent public health event to be unfolded for rescue work; in addition, the 5G mobile flow dispatching instrument 100 collects the field video in real time, the general command center 201 can also start a video sharing mode with emergency rescue workers, in case that the communication module fails, and the flow dispatching workers cannot timely send a dangerous signal to the general command center 201, the general command center 201 can automatically make an emergency plan according to the field video, directly feed information back to the nearest third-party emergency platform 600 through the emergency public health event commanding and dispatching command system 300, and immediately perform emergency rescue work after the third-party emergency platform 600 receives the information.
