The invention can dynamically adjust parameters such as high-voltage power supply parameters, working gas types and flow rates, the number of unit discharging units and the like according to the humidity and the type of the soil to be treated. The working gas flow is generally regulated within the range of 50 to 600mL/min, specifically, when the humidity of the soil to be treated is higher, the gas flow rate should be increased to generate more nitrogen oxides to react with water molecules to generate more nitrate nitrogen, and when the moisture content of the soil to be treated is lower, the discharge unit should be reduced or the gas flow rate should be reduced.
