The working principle is as follows: when the device is used, the device is directly placed on the water surface to float by the matching of the floating plate 1, water liquid in a designated area of river water is absorbed by the communication of the water suction pipe 8 and the water suction pipe 9 which are started and matched with the water suction pipe 6, and external oxygen is absorbed by the starting of the air compressor 11 and is guided into the four groups of aeration sleeves 5 from the air guide pipe 10, so that the water liquid can be uniformly received and circulated by the four groups of EHBR membranes 4, pollutants in the water liquid are consumed and degraded under the matching of the biological membrane layer, the biological membrane layer is oxygenated by the oxygen which is circulated in the aeration sleeves 5, the purification treatment effect of the EHBR membranes 4 is improved, meanwhile, the water liquid which is circulated in the EHBR groups 4 and the oxygen supply gas which is circulated in the aeration sleeves 5 both flow into the reverse osmosis membrane 2 under the negative pressure state of the water suction pump 9, and the water liquid is separated by the micropore permeation structure in the reverse osmosis, the water liquid is discharged into the river water again through the drainage pump, and sewage in the river channel is purified circularly.
