According to the tedding test data, the moisture content of the high liquid limit soil is only reduced to 33.2% (the optimal moisture content is 25%) from 39.8% after being tedded for 3 days, the moisture content is far greater than the optimal moisture content, the tedding frequency of the high liquid limit soil for more than 4 days in the whole year in Hainan province is only 22.2%, and the tedding construction process and the tedding efficiency of the high liquid limit soil are required to be solved urgently at the fastest speed from the natural moisture content to the optimal moisture content under the special climatic condition of Hainan.

When the land leveler equipment is in a working state, the lower pull rod 3 in the cab 1 transmits traction force to the plough share cutter shaft system, so that the movement of the plough share cutter is divided into a horizontal movement and a combined movement of rotating around the cutter shaft.
When the device works, the lower pull rod 2 is operated, the primary hydraulic arm 4 drives the primary plough share 5 to rotate and enter a soil turning working state, the soil turning depth of the primary plough share is 20 centimeters, a primary hydraulic system oil meter in the cab 1 feeds back a forward resistance value in the forward running process, if the resistance exceeds a certain numerical value, the secondary hydraulic arm 6 is automatically started, the soil turning depth of the secondary plough share 6 can be independently determined by a soil turning depth button in the cab 1, and the secondary plough share 7 further enters the working state. The upper pull rod 3, the primary plough share 5 and the secondary plough share 7 are operated to ascend simultaneously, and the soil turning is stopped.
In the invention, the ascending operation of the primary plough share 5 and the secondary plough share 7 is operated by the upper pull rod 3, if the secondary plough share 7 is not started in the soil turning operation, the upper pull rod 3 can independently lift the primary plough share 5, and if the primary plough share 5 and the secondary plough share 7 work simultaneously, the upper pull rod 3 can simultaneously lift the primary plough share 5 and the secondary plough share 7.
