本申请实施例提供数据调度方法、装置及系统,可以提供一种支持多TB调度的DCI设计。该方案中,终端设备和网络设备分别确定终端设备支持使用的混合自动重传请求HARQ进程数M;网络设备向终端设备发送下行控制信息DCI,终端设备接收来自网络设备的DCI,该DCI包括第一字段,第一字段指示该DCI调度的传输块TB的个数N,N为大于1的正整数;若M=1,终端设备在终端设备支持使用的HARQ进程上接收或发送DCI调度的N个TB中初传的TB和/或重传的TB;或者,若M大于1,N小于或者等于M,终端设备在终端设备支持使用的M个HARQ进程中的N个HARQ进程上接收或发送DCI调度的N个TB,其中,该N个HARQ进程中的每个HARQ进程对应该N个TB中的一个TB。
