The first rotating shaft 201 is provided with an annular boss structure above the grinding moving blade 211 so as to position the limit height position of the grinding moving blade 211. The first hole 214 is used as a butt joint hole with the water pipe 401 in the water circulation device 4, and the first hole 214 is formed in the middle section of the conical cylinder.

As shown in fig. 8, in the water circulation device 4, the water pump 403 pumps water in the water tank 501 through the water pipe 401, and filters the water through the filter 402, and then the water is conveyed to the first hole 214 of the plastic crushing and grinding device 2 through the water pipe 401, and enters the middle section conical cylinder from the first hole 214, so that the water can flush plastic particles on the inner wall of the middle section conical cylinder, and the plastic particles enter the grinding section, thereby preventing the plastic particles from being attached to the inner wall of the middle section conical cylinder due to static electricity.
