step six: sinking the designed and prefabricated lower sightseeing tunnel section II7 to a preset elevation and position, connecting and anchoring the lower sightseeing tunnel section II7 through an anchoring hole or a bolt reserved on the bearing platform 2 and a connecting section of the sightseeing tunnel section I6 and the lower sightseeing tunnel section II7, and performing anti-leakage and anti-corrosion treatment;
step seven: pouring marine concrete of the upper-layer platform curved beams 14, the upper-layer platform radial longitudinal beams 4, the upper-layer platform upright post cover beams 9 and the upper-layer platform cross beams 10 above the water surface, and forming the marine concrete into a whole to form a stressed framework of the upper-layer sightseeing platform 11;
step eight: and an intelligent monitoring control device is also installed and comprises a plurality of sensors with different functions and a control system for structural safety analysis, evaluation, early warning and emergency.

the lower sightseeing tunnel comprises a lower sightseeing tunnel section I, a lower sightseeing tunnel section II and a tunnel section connecting section, wherein the lower sightseeing tunnel section I is connected with the lower sightseeing tunnel section II through the tunnel section connecting section;
the lower-layer sightseeing tunnel is fixed on the bearing platform through an anti-floating pressure heavy beam or an anchoring device;

step three: after the construction of the pile foundation is finished, embedding a prefabricated bearing platform or pouring an underwater marine concrete bearing platform under water, connecting the bearing platform and a pile foundation into a whole to bear force, installing a lower-layer sightseeing tunnel section I, II at the bottom layer after the strength of the bearing platform and an upright post reaches the design requirement, anchoring, and strictly sealing and preventing leakage of the splicing of the underwater tunnel pipe sections according to the design requirement, wherein the strength of the wall of the tunnel pipe section and other materials can bear the pressure in the depth of the preset water;
step four: erecting a reinforcement cage of the upright column and a steel pipe wall of the outer sleeve through a connecting rib or a connecting piece reserved on the bearing platform, and pouring underwater high-performance marine concrete to a preset elevation above the water surface;
