本申请实施例提供了一种无线通信方法和终端设备，在现有IS和OOS上报的基础上，引入US，并在IS、OOS和US上报的基础上，设计RLM和RLF检测过程，可以保证在非授权频谱上进行无线链路监测的准确性，提高无线链路监测的结果的精度，可以获得更加准确的无线链路监测的结果，从而提高通信效率和通信质量。该无线通信方法包括：终端设备在多个RS资源上通过RS监测无线链路质量；所述终端设备根据无线链路质量监测的结果，上报IS、OOS中的一种，或者，上报IS、OOS和US中的一种。
