The invention discloses a dynamic authorization system and a method based on a remote vehicle, wherein the system comprises an authorization client for acquiring service information through multiple ports; an authorization host for processing and licensing authorization client service information; completing the transmission from the authorization client to the authorization host; then, authorization requests of different time periods are processed through an authorization host side for processing and licensing authorization client service information and further through a multi-channel admission port; the server side is used for receiving feedback information of the authorization host side and feedback of download data information, uniformly sending the feedback information and the feedback of the download data information to the server side, and acquiring and downloading vehicle remote authorization information; and finishing the interaction between the service visual management platform and the remote dictionary service information.
