The cobalt-zirconium-vanadium environment-friendly film forming agent is used for surface pretreatment of aluminum materials and comprises the following components in parts by weight in 1000 parts: 5-50 parts of cobalt sulfate, 2-20 parts of potassium fluozirconate, 2-10 parts of hydrofluoric acid, 2-10 parts of ammonium metavanadate and the balance of water. The film formed by the cobalt-zirconium-vanadium environment-friendly film forming agent has good corrosion resistance and strong adhesive force, and is particularly suitable for being used as a coating treatment bottom layer.
