(3) the main control module 3 receives the emergency message, executes the emergency instruction, and awakens the DVB-C set top box 400 in advance for a necessary time period; the necessary time period refers to the time required for the DVB-C set-top box 400 to output the emergency broadcast play content from being awakened;
(4) the main control module 3 sets receiving parameters of the DVB-C receiving module 4 according to the emergency information, the DVB-C receiving module 4 receives DVB-C broadcast television signals, and video and audio data of emergency broadcast DVB-C programs are obtained as emergency broadcast contents after demodulation, demultiplexing and decoding;
(5) the main control module 3 converts the media type of the emergency broadcast content to obtain the emergency broadcast playing content;
(6) the main control module 3 controls the output module 5 to output the emergency broadcast playing content to the playing device; the playing device is one of a text playing device, a picture playing device, an audio playing device, a video and audio playing device and a streaming media playing device.
Further, the emergency instruction comprises a target area code, a playing date and time and a playing media type;
the playing media type is one of text, picture, audio, video, audio video and streaming media.
Further, in the step (1),
when the DVB-C set top box 400 is turned off, the main control module 3 operates at a lower frequency, the DVB-C receiving module 4 and the output module 5 are powered off, and the user response module 6 is powered off;
when the DVB-C set top box 400 is in standby, the main control module 3 operates at a low frequency, the DVB-C receiving module 4 and the output module 5 are powered off, and the user response module 6 operates;
the DVB-C set top box 400 plays programs, the main control module 3 runs at full frequency, the main control module 3 sets receiving parameters of the DVB-C receiving module 4, the DVB-C receiving module 4 receives DVB-C broadcast television signals, and after demodulation, demultiplexing and decoding, video and audio data of the currently played DVB-C program are output by the main control module 3 to control the output module 5 to output;
in step (3), the method for waking up the DVB-C set top box 400 is:
(a1) if the set-top box is shut down, the main control module 3 is switched from the low frequency operation to the full frequency operation, and the main control module 3 enables the DVB-C receiving module 4 and the output module 5 to be powered on and initialized;
(a2) if the set-top box is in a standby state, the main control module 3 is switched from the low-frequency operation to the full-frequency operation, and the main control module 3 enables the DVB-C receiving module 4 and the output module 5 to be powered on and initialized;
(a3) if the set-top box plays the program, the main control module 3 has no wake-up operation.
Further, the DVB-C set-top box 400 has a unique code, and in step (3), before waking up the DVB-C set-top box 400, the main control module 3 checks the emergency instruction and the emergency information, and the specific method is as follows:
(c1) checking whether the format of the emergency command conforms to a preset format, and if not, returning to the step 1;
(c2) checking whether the target area code of the emergency command is matched with the code of the DVB-C set top box 400, if not, returning to the step 1;
(c3) checking whether the playing date and time of the emergency instruction is less than the current date and time, if not, returning to the step 1;
(c4) checking whether the format of the emergency information accords with a preset format, and if not, returning to the step 1;
(c5) checking whether the content of the emergency information is legal or not, and if not, returning to the step 1;
the method for checking whether the content of the emergency information is legal is as follows:
(d1) if the emergency information is emergency broadcast DVB-C program receiving parameters, judging whether the emergency information is in a numerical range specified by a DVB-C related standard or not, and if the emergency information is out of the numerical range, judging whether the emergency information is illegal.
Further, in step (5), the media type of the emergency broadcast content is converted into one of text, picture, audio, video, audio and streaming media from the emergency broadcast DVB-C program video and audio.
In another aspect of this embodiment, a cable tv set-top box responding to emergency broadcasting by digital frequency modulation, i.e. a DVB-C set-top box 400, is provided, which includes an FM-CDR receiving module 1, an FM-CDR decrypting and parsing module 2, a main control module 3, a DVB-C receiving module 4, and an output module 5;
the system comprises an FM-CDR receiving module 1, an FM-CDR decryption analysis module 2 and a main control module 3, wherein the system runs when the DVB-C set top box 400 is turned off, stands by and plays programs;
the FM-CDR receiving module 1 is connected with the FM-CDR decryption analysis module 2, receives the FM-CDR broadcast signals, demodulates and decodes the FM-CDR broadcast signals to obtain FM-CDR data, and transmits the FM-CDR data to the FM-CDR decryption analysis module 2;
the FM-CDR decryption and analysis module 2 is connected with the main control module 3, decrypts and analyzes the FM-CDR data to obtain an emergency message, and transmits the emergency message to the main control module 3;
the emergency message comprises an emergency instruction and emergency information;
the emergency information is emergency broadcasting DVB-C program receiving parameters;
the DVB-C receiving module 4 receives DVB-C broadcast television signals according to receiving parameters set by the main control module 3, and after demodulation, demultiplexing and decoding, currently played DVB-C program video and audio data or emergency broadcast DVB-C program video and audio data are obtained and used as emergency broadcast contents;
the main control module 3 is connected with the DVB-C receiving module 4 and the output module 5, receives the emergency message, executes the emergency instruction, wakes up the DVB-C set top box 400 in advance for a necessary time period, and sets the receiving parameters of the DVB-C receiving module 4 according to the emergency message;
the necessary time period refers to the time required for the DVB-C set-top box 400 to output the emergency broadcast play content from being awakened;
the main control module 3 firstly converts the media types of the emergency broadcast contents to obtain emergency broadcast contents, and then controls the output module 5 to output the emergency broadcast contents to the playing equipment;
the playing device is one of a text playing device, a picture playing device, an audio playing device, a video and audio playing device and a streaming media playing device.
Further, the digital video broadcasting-based emergency broadcast system further comprises a user response module 6 which is connected with the main control module 3 and responds to user operation, and under the condition that the DVB-C set top box 400 is in standby or plays programs, the response user operation is shielded before the emergency broadcast is played, and the response user operation is recovered after the emergency broadcast is played.
Further, the emergency broadcast system also comprises a peripheral startup and shutdown module 7 which is connected with the main control module 3 to detect the startup and shutdown state of the playing device and control the startup and shutdown of the playing device, and the playing device is started before the emergency broadcast is played.

As can be seen from this embodiment, the present invention has the following advantages:
1) the FM-CDR receiving module 1, the FM-CDR decryption and analysis module 2 and the first control module receive FM-CDR broadcast signals in real time, detect and receive emergency messages in FM-CDR data, wake up the DVB-C set top box 400 in time and transmit the emergency instructions and the emergency messages to the main control module 3; the main control module 3 obtains the emergency broadcast content, and converts and plays the emergency broadcast content according to the emergency instruction. The invention realizes real-time detection and receiving of the emergency message in the FM-CDR and further awakens the DVB-C set top box for emergency broadcasting.
2) The FM-CDR receiving module 1, the FM-CDR decryption analysis module 2 and the first control module are used for detecting and receiving the emergency message in the FM-CDR in real time, and the method relates to a medium and low frequency processing component, is low in power consumption, is different from a common DVB-C set top box for receiving DVB-C broadcast television signals in real time and detecting and receiving the emergency message from DVB-C data, relates to a high frequency processing component, and is large in power consumption and large in data processing amount. The invention has the advantages of reducing data processing amount, reducing power consumption for detecting emergency messages and reducing standby power consumption.
3) Before executing the emergency instruction and waking up the DVB-C set top box 400, the emergency message is checked, specifically, the format of the emergency instruction, the target area code, the playing date and time, and the format and content of the emergency message are checked, and the invalid or illegal emergency message is not processed and the DVB-C set top box 400 is not woken up. 5) When the DVB-C set top box 400 is turned off or is in standby or plays programs, the DVB-C set top box 400 is awakened by the DVB-C set top box 400 end in a self-adaptive mode, relevant modules awakened in different states are different, only the module awakened for emergency broadcast playing is ensured to be awakened, and the irrelevant modules are not awakened. The invention realizes the optimization of the emergency broadcast playing power consumption.
6) The media type of the emergency broadcast content can be different from the playing media type of the emergency broadcast playing content, and the emergency broadcast content is converted into the media type in a self-adaptive mode at the DVB-C set top box end to obtain the emergency broadcast playing content. The invention improves the distribution efficiency of the emergency message.
7) Processing the received emergency message, converting the media type of the emergency broadcast content to obtain emergency broadcast playing content, and outputting the emergency broadcast playing content to playing equipment, wherein the playing equipment is one of text playing equipment, picture playing equipment, audio playing equipment, video and audio playing equipment and streaming media playing equipment; different from the common DVB-C set top box, the set top box can only output to a television or a sound box. The invention expands the output mode of emergency broadcasting by the DVB-C set top box and supports text playing equipment, picture playing equipment, audio playing equipment, video and audio playing equipment and streaming media playing equipment.
8) The user response module 6 responding to the user operation shields the response user operation before the emergency broadcast is played and restores the response user operation after the emergency broadcast is played under the condition that the DVB-C set-top box 400 is standby or plays programs. Different from the common DVB-C set top box, the emergency broadcasting can be interrupted by the user operation during the emergency broadcasting playing, so that the emergency broadcasting cannot be played completely; the method is also different from the method that the state of the set top box is reported to the emergency broadcast management platform before and after the emergency broadcast is played by the existing DVB-C set top box, and the emergency broadcast management platform remotely controls whether to respond to the user operation or not. (3) the main control module receives the emergency message, executes the emergency instruction and wakes up the DVB-C set top box in advance for a necessary time period; the necessary time period refers to the time required by the DVB-C set top box from awakening to outputting the emergency broadcast playing content;
(4) the main control module sets receiving parameters of the DVB-C receiving module according to the emergency information, and the DVB-C receiving module receives DVB-C broadcast television signals, demodulates, demultiplexes and decodes the DVB-C broadcast television signals to obtain emergency broadcast DVB-C program video and audio data serving as emergency broadcast content;
(5) the main control module converts the media type of the emergency broadcast content to obtain the emergency broadcast playing content;
(6) the main control module controls the output module to output the emergency broadcast playing content to the playing equipment; the playing device is one of a text playing device, a picture playing device, an audio playing device, a video and audio playing device and a streaming media playing device.

when the DVB-C set top box is in standby, the main control module operates at a lower frequency, the DVB-C receiving module and the output module are powered off, and the user response module operates;
the DVB-C set top box plays a program, the main control module runs at full frequency, the main control module sets receiving parameters of the DVB-C receiving module, the DVB-C receiving module receives DVB-C broadcast television signals, and after demodulation, demultiplexing and decoding, video and audio data of the currently played DVB-C program are output by the main control module control output module;
in step (3), the method for waking up the DVB-C set top box is:
(a1) if the set-top box is shut down, the main control module switches from the low frequency operation to the full frequency operation, and the main control module enables the DVB-C receiving module and the output module to be powered on and initialized;
(a2) if the set-top box is in a standby state, the main control module is switched from the low frequency operation to the full frequency operation, and the main control module enables the DVB-C receiving module and the output module to be powered on and initialized;
