the credit investigation acquisition module acquires credit investigation information of each bidder from the Internet based on the information of the bidders;
the credit investigation processing module extracts the credit investigation information based on preset dimensionality to obtain a plurality of dimensionality information of each bidder; the credit investigation processing module is used for associating a plurality of bidders if different bidders have the same keywords in the same dimension information;
the bidding and quotation module is used for collecting bidding and quotation of the bidding data, and summarizing bidders in the same quotation interval according to a preset interval to obtain a quotation data set;

the bidder associating module is used for acquiring bidders associated with the successful bidders in the credit investigation processing module to obtain a plurality of associated bidders;
the first processing module is used for judging whether the number of bidders of a plurality of associated bidders in the same quotation data set is larger than a first preset threshold value or not, and if so, marking that the successful bidders have combined accompanying bidding behaviors;
the second processing module is used for identifying the quotation data set of the associated bidder and judging whether the quotation interval of the quotation data set of the associated bidder is larger than the price interval of the successful bidding bidder, if so, marking that the successful bidding bidder has price combination behavior;
the third processing module is used for judging whether the number of the waste bidders in the plurality of associated bidders is greater than a second preset threshold value or not, and if so, marking that the successful bidders have the behavior of controlling bid evaluation;
the bid enclosing identification module is used for identifying that the bid-winning bidder has bid enclosing behaviors when the bid-winning bidder has at least one of joint bid accompanying behaviors, price joint behaviors and bid evaluation control behaviors;
the string mark identification subsystem is used for identifying whether the bidding bidders and the bid-winning bidders have string mark behaviors, and if yes, pushing a notice of manual intervention investigation.
Further, the preset dimension in the credit investigation processing module comprises at least one of stockholder information, final beneficiary information, administrator filing information, core personnel information, control enterprise information, external investment information, financing information, wage change information, administrative penalty information, executed information, judicial case information, court announcement information, news announcement information, bidding information and supplier information.
Further, the string identification subsystem includes:
the fourth processing module is used for identifying that the tenderer and the successful bidder have a first string suspicion when the successful bidder has bidding behavior;
the fifth processing module is used for judging that a second serial bidding suspicion exists between the tenderer and the successful bidding bidder if the tenderer and the successful bidding bidder have the same key words in the same dimension information;
the sixth processing module is used for acquiring the bidding documents in the bidding data and identifying whether the bidding documents are modified, if so, comparing technical requirement terms of the two bidding documents, and if the comparison result is changed, identifying that the first bidding behavior exists between the bidder and the bidder who wins the bid;
the seventh processing module is used for acquiring the bidding document in the bidding data and identifying whether the bidding document contains the bonus clause, and if so, identifying that the second cross bidding behavior exists between the bidder and the successful bidding bidder;
the system comprises a string identification module, a first string suspicion module, a second string suspicion module and a second string behavior identification module, wherein the string identification module is used for identifying that the first string suspicion or the second string suspicion exists between the tenderer and the successful bidder and identifying that the first string behavior or the second string behavior exists between the tenderer and the successful bidder;
and the notification module is used for pushing a notification of manual intervention investigation when the bidding candidate and the successful bidding candidate have the cross bidding behavior.
Further, the sixth processing module includes:
an acquisition unit that acquires an original bid document and a new bid document in the bid data;
the system comprises a first retrieval unit, a second retrieval unit and a third retrieval unit, wherein the first retrieval unit is used for retrieving in an original bidding document and a new bidding document by using a regular expression and extracting target text data in the original bidding document and the new bidding document, and the target text data is technical requirement terms in the bidding document;
and the comparison unit is used for comparing the target text data of the original bidding document with the target text data in the new bidding document, if the target text data of the original bidding document is different from the target text data of the new bidding document, the comparison result is changed, and the first bidding behavior of the bidder and the bidder who wins the bid is identified.
Further, the seventh processing module includes:
an acquisition unit that acquires an original bid document and a new bid document in the bid data;
the second retrieval unit is used for retrieving in the bidding document by utilizing the regular expression and extracting target text data in the bidding document, wherein the target text data are scoring terms in the bidding document;
and the identification unit is used for identifying that the second series bidding behavior exists between the tenderer and the successful bidding bidder when the tenderer file contains the bonus clauses.
Further, the data encryption module encrypts the bidding data and the bidding data in a CA digital certificate encryption mode.
Further, the project bidding platform comprises:
the user login module is used for registering the tenderers and the bidders and logging in the project tendering and bidding platform;
the input module is used for uploading or inputting qualification materials, bidding data and bidding data by the tenderers and the bidders, and the bidding data at least comprises tenderer information and bidding files; the bidding data at least comprises bidder information and bidding documents;

Compared with the prior art, the invention has the beneficial effects that:
1. the intelligent identification system comprises a project bidding platform, a data processing subsystem, a surrounding mark identification subsystem and a string mark identification subsystem. The system comprises a data processing subsystem, a bidding subsystem and a bidding and bidding integrated system, wherein the data processing subsystem is used for acquiring, identifying and associating information of bidders; and under the surrounding mark identifier subsystem, the joint accompanying behavior, the price joint behavior and the control evaluation behavior of the bidders are identified, the surrounding mark behavior in the bidding is efficiently and accurately identified, the legal rights and interests of the bidders and other bidders are prevented from being damaged, the fairness and the justness of the bidding are ensured, and the good market order is ensured.
2. The project tendering and bidding platform is provided with a data encryption module, and the tendering data and the bidding data in the project tendering and bidding process are encrypted, so that the safety is improved.
Detailed Description
The preferred embodiments of the present invention will be described in conjunction with the accompanying drawings, and it will be understood that they are described herein for the purpose of illustration and explanation and not limitation.
The invention relates to an intelligent identification system for a surrounding mark and a string mark, which comprises a project bidding platform, a data processing subsystem, a surrounding mark identification subsystem and a string mark identification subsystem, as shown in figure 1.
The project bidding platform is provided with a bidding tool for assisting a bidder in completing on-line bidding of a project and assisting the bidder in completing on-line bidding of the project. The project tendering and bidding platform comprises a user login module, an entry module, a database module, a data encryption module, an audit module, a release module, a marking module and a pushing module.
Specifically, the user login module is used for registering the tenderer and the bidder and logging in a project tendering and bidding platform.
The input module is used for uploading or inputting qualification materials, bidding data and bidding data by the bidders and the bidders, and the bidding data at least comprises information of the bidders and bidding files; the bidding data at least comprises bidder information and bidding documents;
the database module is used for storing qualification materials, bidding data and bidding data;
the data encryption module is used for encrypting bidding data and bidding data in the project bidding process, and safety is improved. The data encryption module encrypts the bidding data and the bidding data in a CA digital certificate encryption mode. The CA digital certificate encryption mode has the advantages of simple editing, safety, high efficiency and the like.
The auditing module is used for auditing the qualification of the tenderers and bidders, and the tendering data and the bidding data;
the issuing module extracts bidding project information from the bidding data which passes the examination according to the examination passing information of the examination module and issues the bidding project information; the publishing module is also used for publishing the bidding result. The bidding project information can be the opening time, project engineering content and the like.
The marking module acquires bidding documents in the data module and information of bidders who pass the examination; the marking module identifies the bidding information of the bidding document, matches the bidding information with the information of each bidder and marks the matched bidder;
the pushing module is used for pushing the marked bidders and the bid documents thereof to the bidders.
As shown in fig. 2, the data processing subsystem includes a data acquisition module, a credit investigation processing module, a bid quotation module, and a bid discarding marking module.
The data acquisition module is used for acquiring bidding data and bidding data from the project bidding platform and respectively extracting information of the bidder and the bidder from the bidding data and the bidding data;
the credit investigation acquisition module acquires credit investigation information of each bidder from the Internet based on the information of the bidders;
in the invention, the credit investigation acquisition module can interface with third-party software such as the existing enterprise information inquiry tool, software program and the like (for example, enterprise investigation, sky investigation and the like). Other methods of acquisition are possible and are within the skill of the art.
The credit investigation processing module extracts the credit investigation information based on a preset dimension to obtain a plurality of dimension information of each bidder; the credit investigation processing module is used for associating a plurality of bidders if different bidders have the same keywords in the same dimension information;
in an embodiment of the present invention, the preset dimension in the credit investigation processing module includes at least one of stockholder information, final beneficiary information, manager filing information, core personnel information, control enterprise information, external investment information, financing information, worker change information, administrative penalty information, executed information, judicial case information, court announcement information, news announcement information, bid and offer information. In the invention, the relation among different bidders is identified by comparing keywords with different dimension information; the finding of the association can be performed by single dimension information or composite dimension information.
In one implementation, single-dimension information identification is used, and only correlation of certain dimension information is needed. For example, the shareholder information is searched and compared through the keyword of the name, and the shareholder with three bidders is found to contain a nail, that is, the three bidders are considered to be associated and marked.
In another implementation, composite dimensional information identification is employed. Identifying through multiple dimensionality information, such as a plurality of associated bidders obtained through stockholder information identification, and forming a first association set by the plurality of bidders; and identifying a second association set by adopting the external investment information, and so on.
The bid quotation module is used for collecting bid quotations of the bid data, and summarizing bidders in the same quotation interval according to a preset interval to obtain a quotation data set.
In the invention, the scope of the pre-review section is not limited, and the technical personnel can carry out reasonable setting according to the actual bid quotation. In one embodiment, the pre-review interval may be 5% of a fixed bid, such as 30-ten thousand intermediate bids and 28.5-31.5-ten thousand pre-review intervals, i.e., bidders having bid prices within 28.5-31.5-ten thousand bid are listed as the same bid interval.
And the bid abandoning marking module is used for identifying bidders marked as bid abandoning in the bidding data and marking as the bid abandoning bidders.
In the present invention, the label as a bid-discarding is an initiative bid-discarding due to a setting defect in a tender book in bidding.
The bidding enclosing means that several bidders agree with each other, bid by picking up high or low bid quotations in a consistent manner, and the bidding is carried out by limiting competition and excluding other bidders, so that a certain interest related person wins a bid, and means and behaviors for earning benefits are realized.
Through a great deal of research and development of the applicant, the applicant discovers that other bidders are organized to perform the bid enclosing on the same engineering project, and in the bid enclosing process, the other bidders often play the role of accompanying bids. And most of the bidding enclosing persons are bidders operating for years on engineering projects, and have good relationship with the bidding persons and the like to master the progress dynamics of the bidding labor project. Therefore, when the bidder knows that the bidder has a new project to bid, several bidders (generally other local bidders) who are forcefully participating in bidding are combined to form a bidding alliance through various acquaintance network consignment relations, promised interests, project cooperation, project exchange and the like, and various associations often exist between the bidder and the partner. Therefore, the invention can find whether the bidders are associated in multiple aspects by comparing the credit investigation information of the bidders in multiple dimensions, and provides an effective basis for further finding various bidding potential behaviors.
As shown in fig. 3, the surrounding identification sub-system of the present invention is used for identifying whether a successful bidder has a surrounding identification behavior, and the surrounding identification sub-system includes a bidder associating module, a first processing module, a second processing module, a third processing module, and a surrounding identification module.
The bidder association module is used for acquiring bidders associated with the successful bidders in the credit investigation processing module to obtain a plurality of associated bidders;
the first processing module is used for judging whether the number of the bidders of the associated bidders in the same quotation data set is larger than a first preset threshold value or not, and if so, marking that the successful bidders have combined accompanying bidding behaviors.
In the present invention, the first preset threshold may be estimated based on all bidders for the bid. For example, 10% of 200 bidders, and 10 bidders are the first preset threshold, which can be reasonably adjusted by those skilled in the art according to actual conditions.
The second processing module is used for identifying the quotation data set of the associated bidder and judging whether the quotation interval of the quotation data set of the associated bidder is larger than the price interval of the successful bidding bidder, if so, marking that the successful bidding bidder has price combination behavior;
the third processing module is used for judging whether the number of the waste bidders in the associated bidders is larger than a second preset threshold value or not, and if so, marking that the successful bidders have the behavior of controlling bid evaluation.
Specifically, in the present invention, the second preset threshold may be estimated based on all of the revoked bidders for the bid. For example, 50% of 10 bidders, and 5 bidders are the second preset threshold, which can be reasonably adjusted by those skilled in the art according to actual conditions.
The bid enclosing identification module is used for identifying that the bid enclosing behavior of the bid winning bidder exists when the bid winning bidder has at least one of joint bid accompanying behavior, price joint behavior and control bid evaluation behavior.
The applicant researches and discovers that after a project starts to be tendered, bidding alliances organized by bidding personnel can initiate bids around the project, and each bidding personnel participating in the bidding rejects other bidding personnel in a price combination generation mode. By researching bidding documents and bidding evaluation methods, according to the characteristics that the current supervision department requires that the business accounts for more than 50 minutes and the technical indexes meet the requirements, the bidding document can roughly make abusive technical indexes, and the bidding quotations of other bidders are combined to form a price alliance (in the series bidding, the modes of pulling high prices, carrying a group in a collective way and the like of the bidders can be matched), so that other bidders are excluded, and the business high score of the successful bidding bidders is ensured.
Therefore, the method identifies whether the successful bidder and the associated bidder have joint partner behavior through the first processing module. And further, judging whether an associated bidder associated with the successful bidding bidder is a bidding interval of the bidding data set in which the associated bidder is located is larger than a price interval of the successful bidding bidder, and if so, marking that the successful bidding bidder has price combination behavior.
On the other hand, except for the price combination mode, the method also comprises the step of enabling the auxiliary bid bidder to intentionally set bugs, defects and the like in the bid file, wherein the auxiliary bid bidder can control the bid evaluation price in an active bid abandoning mode to ensure that the business score of the bidding bidder (namely the bid winning bidder) is high, so that the bidding bidder can only select the bidding bidder to bid. To this end, the present invention identifies whether there is an action of controlling an evaluation price by identifying the number of the bid-spoiled bidders and the association of the bid-spoiled bidders with the successful bidders.
The surrounding mark identifying subsystem accurately utilizes a plurality of available data, realizes the identification discovery of whether the middle-bid bidders have combined accompanying behavior and price combining behavior and control bid evaluation behavior, and accurately and quickly identifies the surrounding mark behavior.
The string mark identification subsystem is used for identifying whether the bidding bidders and the bid-winning bidders have string mark behaviors, and if yes, pushing a notice of manual intervention investigation. The tenderer analysis subsystem comprises a fourth processing module, a fifth processing module, a sixth processing module, a seventh processing module, a string identification module and a notification module.
The fourth processing module is used for identifying that the tenderer and the successful bidding bidder have a first string suspicion when the successful bidding bidder has the bidding behavior;
the fifth processing module is used for judging whether the tenderer and the successful bidding bidder have a second serial bidding suspicion if the tenderer and the successful bidding bidder have the same keyword in the same dimension information;
the sixth processing module is used for acquiring bidding documents in the bidding data and identifying whether the bidding documents are modified, if so, comparing technical requirement terms of the two bidding documents, and if the comparison result is changed, identifying that the first bidding behavior exists between the bidder and the bidder who wins the bid.
In one implementation, the sixth processing module includes an acquisition unit, a first retrieval unit, and a comparison unit. The acquisition unit acquires an original bidding document and a new bidding document in the bidding data. The first retrieval unit retrieves the original bidding document and the new bidding document by using the regular expression and extracts target text data in the original bidding document and the new bidding document, wherein the target text data are technical requirement terms in the bidding document. And the comparison unit is used for comparing the target text data of the original bidding document with the target text data in the new bidding document, if the target text data of the original bidding document is different from the target text data of the new bidding document, the comparison result is changed, and the first bidding behavior of the bidder and the bidder who wins the bid is identified.
In the present invention, Regular expressions, also called Regular expressions (English: Regular Expression, often abbreviated in code as regex, regexp or RE) are retrieved. The method searches texts which accord with a certain mode (rule) in the bidding document through the regular expression, and further, the target text data in the bidding document is obtained. The retrieval regular expression comprises address information pointing to the database module to store the bidding document, and the retrieval regular expression can also comprise keywords corresponding to technical requirement terms and is used for extracting target text data of texts in the retrieved bidding document.
In some embodiments, a single or multiple indefinite bytes may be set in the retrieval regular expression according to requirements, so that text data of technical requirement terms may be retrieved according to the indefinite bytes during retrieval, where the indefinite bytes are indefinite bytes having a certain value range in the domain name. In some embodiments, the technical requirement clause may correspond to one retrieval regular expression or a plurality of retrieval regular expressions.
Specifically, the first retrieval unit obtains the target text data by using a regular expression, which is implemented by those skilled in the art and not described herein too much.
And the seventh processing module acquires the bidding document in the bidding data, identifies whether the bidding document contains the bonus clause, and identifies that the second cross bidding behavior exists between the bidder and the successful bidding bidder if the bidding document contains the bonus clause.
In one implementation, the seventh processing module includes an acquisition unit, a second retrieval unit, and an identification unit. The acquisition unit acquires an original bidding document and a new bidding document in the bidding data. The second retrieval unit retrieves in the bidding document by using the regular expression and extracts target text data in the bidding document, wherein the target text data are scoring terms in the bidding document. The identification unit is used for identifying that the tenderer and the successful bidding bidder have a second cross bidding behavior when the tendering file contains the bonus clauses.
In the present embodiment, the regular expression implementation of the second retrieval unit can be seen in the statement of the first retrieval unit.
And the string identification module is used for identifying that the tenderer and the successful bidder have the string marking behavior when the tenderer and the successful bidder have the first string marking suspicion or the second string marking suspicion and the first string marking behavior or the second string marking behavior.
And the notification module is used for pushing a notification of manual intervention investigation when the bidding candidate and the successful bidding candidate have the cross bidding behavior.
Other structures of the intelligent identification system for the delineator and the string marking are shown in the prior art.
