In this embodiment, the control module 36 is configured to close the transmission powers of all downlink channels of the radio frequency unit (RU)30 except the downlink broadcast channel when the uplink energy value is smaller than the preset threshold value, and to restore the transmission powers of all downlink channels of the radio frequency unit (RU)30 except the downlink broadcast channel when the uplink energy value is greater than or equal to the preset threshold value.
