step 105: and sending an alarm message for adjusting the bank budget execution plan in real time when determining that the bank budget is over-supported.
As can be known from the flow shown in fig. 1, in the embodiment of the present invention, the budget execution data of the bank budget execution plan is obtained in real time; the budget execution data comprises the estimated amount of money of the executed data and the unpurchased items and the estimated purchasing period; the executed data is used for describing purchased items and purchase amount; calculating and predicting the residual purchasing amount in real time according to the budget execution data acquired in real time and the preset budget execution characteristic parameters; the estimated residual purchasing amount is used for describing the residual purchasing amount required by completing the budget execution plan; the budget execution characteristic parameters are used for representing the purchasing periods of different purchasing items in the bank budget plan, the supplier supply period and the expense establishment approval period; acquiring budget execution target data of a bank budget execution plan in real time; the budget execution target data is used for representing the amount of the bank's budgeted budget in the bank budget execution plan; analyzing budget execution data, budget execution target data and estimated residual purchasing amount, and determining whether the bank budget is excessive in real time; when the exceeding of the bank budget is determined, the warning message for adjusting the bank budget execution plan in real time is sent out, so that the warning message for adjusting the bank budget execution plan in real time can be sent out when the bank budget is exceeded, the automatic monitoring of the bank budget execution is realized, compared with the prior art, the manual operation is not needed, the labor cost is saved, and the efficiency and the accuracy of the bank budget execution monitoring work are improved.
When the method is specifically implemented, firstly, budget execution data of a bank budget execution plan is acquired in real time; the budget execution data comprises the estimated amount of money of the executed data and the unpurchased items and the estimated purchasing period; the executed data is used to describe the purchased items and the purchase amount.
In an embodiment, the budget execution data can also be used to describe a supplier sourcing period of unpurchased items, and a procurement status of the items. The executed data may also be used to describe a procurement status of the procured item; the item procurement status may include a quantity of purchases of the item, a procurement complete status, and an expected remaining procurement time for the item. Before acquiring the budget execution data and the executed data of the bank budget execution plan, acquiring the following data from a bank system: the system comprises basic data such as expense subject data, budget execution system role and authority data, annual budget execution plans (specifically comprising budget execution targets, bottom laying data of execution plans in different seasons and the like), provider supply periods, article use periods, expense establishment approval periods, expense reimbursement periods and the like.
In the above embodiment, when acquiring the budget execution data of the bank budget execution plan, an automatic backup function may be provided for execution detailed data in a preset annual time period (e.g. five years), and only large-scale data is reserved for the execution data in the preset annual time period, and the detailed data is regularly cleaned.
In an embodiment, the budget execution data of the bank budget execution plan may include a fee subject approval amount, an executed amount, and the like; the estimated residual purchasing amount can also be used for describing residual purchasing amount required for achieving the budget execution target, and can also be used for comparing with the total amount of future purchasing items maintained in the execution plan, and the total amount of the future purchasing items is larger than the estimated residual purchasing amount, so that the preset subject execution target can be achieved; the budget execution characteristic parameters can be used to characterize the budget execution objectives of the safeguard department in the above embodiments.
In the above embodiment, the dynamic analysis method and data prediction are performed on the estimated remaining purchase amount based on the preset budget execution characteristic parameters of the bank service guarantee department. In this embodiment, the budget execution characteristic parameters may include parameters such as a cost setting period of the bank system, an organization structure, an organization scale, a cost execution period, a budget execution target of a guarantee department, a rolling date of the bank system, and a cost reimbursement period of the bank system, and the characteristic parameters used herein are mainly the budget execution target of the guarantee department. In the above embodiment, the budget execution target of the guarantee department preset by the bank system may be first obtained, the budget execution target may be multiplied by the annual repeat budget of the expense subject, the obtained value may be subtracted from the data already executed by the subject, and finally the estimated remaining purchase amount may be obtained, where the calculation formula may be as follows:
estimating residual purchase amount as expense subject annual batch re-budget multiplied by guarantee department budget executing target as executed amount
As an example, the security department relates to the expense subject "other public fees" example, where a company's cost of drinking water is listed. The annual execution plan maintained in the system in the beginning of 2020 comprises 10 ten thousand yuan of annual budget of 'other public fees' subject, and is purchased for 1 time in 1 month according to the plan drinking water. If the expense is executed by 4 ten thousand yuan in the middle 6 th month, the temporary notice of the upper department of the bank is supposed to be received, the upper department is matched to carry out large-scale activities, a new drinking water purchase is temporarily added, the purchase is estimated to be 0.5 ten thousand yuan, at the moment, the project is newly added in the purchase plan by the operator, and the executed amount of the subject in the system is changed to 4.5 ten thousand yuan. At this time, the system will obtain budget execution data (including "other public fees" wholesale budget 10 ten thousand yuan, and updated executed amount 4.5 ten thousand yuan) in real time according to the newly added purchase plan, read preset budget execution characteristic parameters (here, the budget execution target of the guarantee department is set to 90%), and calculate that the subject estimates that the remaining purchase amount is 4.5 ten thousand. The calculation formula is as follows: 10 × 90% -4.5 ═ 4.5.
In the above embodiment, the preset budget execution characteristic parameters are used to effectively perform predictive analysis on the bank budget execution plan, the cost subjects which are responsible for implementation by the bank security department include more than ten cost subjects such as office supplies, service supplies, other public fees, office furniture, greening fees, other communication fees and the like, and the other public fee subjects relate to various items such as various lamps, various sanitary wares, drinking water, various office area consumption decorative supplies and the like.
And when the method is specifically implemented, whether the bank budget is excessive is determined in real time according to the budget execution data acquired in real time.
In the embodiment, the annual reply budget of the expense subject, the executed amount and the total amount of future procurement items in the budget execution data are subjected to operational analysis, and if the sum of the executed amount and the total amount of the future procurement items is greater than the annual reply budget of the expense subject, the exceeding of the bank budget is determined; otherwise, determining that the bank budget is not exceeded. The calculation formula is as follows:
executed sum total sum of future procurement items-expense subject annual batch budget > 0
And if the formula is established, determining that the bank budget is excessive.
As an example, still using the above drinking water purchasing example, assuming that the annual recurring budget of the "other public fees" is 10 ten thousand yuan, the total amount of the purchased items after (i.e. in the future) the middle 6 th month of the subject of the "other public fees" in the budget execution plan is 5.8, and the executed amount is 4 ten thousand yuan as long as the middle 6 th month, and the executed amount is updated to 4.5 ten thousand yuan after the dealer adds a new 0.5 ten thousand yuan of drinking water purchasing items in the other public fee execution plan due to the temporary activity requirement in the middle 6 month. At this time, the system will obtain the budget executive data, calculate 4.5+5.8-10 > 0 by using a formula, and determine that the budget of the subject of the 'other expenses' is over-supported, and send out an alarm to remind the sponsor to modify the future purchasing project.
In specific implementation, after the budget execution data is analyzed and whether the bank budget is over-supported is determined in real time, when the bank budget is determined to be over-supported, an alarm message for adjusting the bank budget execution plan in real time is sent out.
In the embodiment, by sending the warning message for adjusting the bank budget execution plan in real time, the staff can process the warning message and adjust the bank budget execution plan in time.
In specific implementation, the method for monitoring bank budget execution provided in the embodiment of the present invention may further include: and performing predictive analysis on the predicted execution condition of the execution cycle in the bank budget execution plan, the predicted execution condition of the year and the like, and giving a budget execution plan adjustment suggestion.
In specific implementation, the method for monitoring bank budget execution provided in the embodiment of the present invention may further include: and presetting budget execution characteristic parameters according to the purchasing items and expenses in the bank annual budget execution plan, the supply period of a supplier, the use period of purchased articles, the expense establishment approval period and the purchasing expense reimbursement period.
In an embodiment, the budget execution characteristic parameters are parameters related to a budget execution working system and requirements of the bank system, and include parameters such as an expense establishment period, an organization structure, an organization scale, an expense execution period, a budget execution target of a guarantee department, a rolling date of the bank system, and an expense reimbursement period of the bank system.
In the above embodiments, the budget execution data may be electronized based on the budget execution characteristic parameters, and the execution status of each subject may be tracked through a dynamic analysis and prediction method. The embodiment of the invention can set the authority of the staff with the authority of modifying the characteristic parameters, such as the annual execution target of the department responsible for the modifiable scientific budget.
At the present stage, when the execution of the bank budget is monitored, because the execution of the budget is a dynamic continuous process, if special conditions such as new purchasing requirements are met, the purchasing plan needs to be adjusted in time. In the process of executing budget, when a new purchase item is initiated, the purchase item changes in the middle and is cancelled due to reasons after the purchase item is initiated, a budget executor needs to manually register and maintain detailed data in the above items. The conventional method has the disadvantages of extremely low efficiency of relying on manual operation, poor real-time performance and incapability of quick response, so that the overall efficiency of budget execution is relatively low, and the consequences are serious if the budget is over-supported due to manual operation errors. The monitoring method for bank budget execution provided by the embodiment of the invention can solve the problems.
In specific implementation, the method for monitoring bank budget execution provided in the embodiment of the present invention may further include: and after adding, deleting and/or modifying the unpurchased items in the budget execution data, determining whether the bank budget is over-paid in real time according to the method of claim 1.
In the embodiment, when an uncommitted item in the budget execution data is newly added, deleted or modified (i.e. the procurement content, the procurement amount, the procurement item state and the like of the uncommitted item in the budget execution data are modified) in the budget execution system of the bank, the modified budget execution data is dynamically analyzed based on preset budget execution characteristic parameters such as an organization scale, a supplier supply cycle and a guarantee department budget execution target, and meanwhile, the predicted execution condition of the execution cycle, the predicted execution condition of the year and the like are newly subjected to prediction analysis, so that a budget execution plan adjustment suggestion is given.
At present, the budget execution report mostly includes contents of annual budget, executed budget, target execution rate of the year, ring ratio data analysis, year-to-year data analysis and the like, and needs to be analyzed in detail depending on annual batch budget, company organization structure, population scale and the like, and the report is generally completed by budget executors through methods of data entry, formula operation, manual analysis and the like. Because a large bank organization is huge and the report forms are various, common report types include a monthly execution report, a bi-monthly execution report, a quarterly execution report and an annual execution report, and meanwhile, the related information quantity and the data quantity of the budget execution report are large, the conventional method mostly depends on manual operation to generate report data and is very easy to make mistakes. In the current report method, because the execution report relates to a large amount of information and data, a budget executor needs to spend a whole time, writes the report according to the latest execution data, and pushes the written report to a budget execution supervisor, which belongs to a push-type report method. While the executive supervisor often needs to deal with various urgent and important matters, the push-type reporting method cannot ensure that the information is received by the executive supervisor in time. Conventional reporting methods present serious deficiencies in effectiveness and agility, as executive supervisors often prefer to see the latest execution data immediately. In this example, when the executive supervisor wants to obtain the budget analysis report as soon as possible, he can actively log in the system, select the desired report type, export and send the report to the working mailbox by one key, so as to realize the pull-type report method of active acquisition and fast acquisition. The monitoring method for bank budget execution provided by the embodiment of the invention can solve the problems.
In specific implementation, the method for monitoring bank budget execution provided in the embodiment of the present invention may further include: after the budget execution data, the budget execution target data and the estimated residual purchase amount are analyzed, different types of analysis reports are generated; the analysis report comprises reports of different periods and is used for describing execution conditions of various objects of the bank budget.
In the embodiment, the budget execution data and the budget execution target data stored in the system are read, the estimated residual purchasing amount is calculated, and the budget execution data of each department is analyzed to obtain a plurality of required analysis reports. According to needs, reports with different dimensions such as annual execution reports, quarterly execution reports, bi-monthly execution reports, monthly execution reports and the latest execution reports in the same day can be generated, and examiners (budget execution supervisors) at all levels can acquire budget execution analysis reports at any time so as to supervise the execution progress. Meanwhile, the method provided by the embodiment of the invention can also comprise the functions of report printing and one-key forwarding to the working mailbox.
In the above embodiments, according to the difference of organization structure, report form and report receiver, the embodiments of the present invention can set multiple roles and multiple permissions. By setting roles and permissions for a particular user, it is made to receive reports more accurately.
In specific implementation, the method for monitoring bank budget execution provided in the embodiment of the present invention may further include: and adjusting preset budget execution characteristic parameters according to the changes of purchasing items and suppliers in the bank annual budget execution plan.
In an embodiment, the budget execution characteristic parameters may be modified, such as modifying a bank system expense setting period, an organization structure, an organization scale, an expense execution period, a guarantee department budget execution target, a bank system billing date, a bank system expense reimbursement period, and the like.
In the embodiment of the invention, budget execution data of a bank budget execution plan is acquired in real time; the budget execution data comprises the estimated amount of money of the executed data and the unpurchased items and the estimated purchasing period; the executed data is used for describing purchased items and purchase amount; calculating and predicting the residual purchasing amount in real time according to the budget execution data acquired in real time and the preset budget execution characteristic parameters; the estimated residual purchasing amount is used for describing the residual purchasing amount required by completing the budget execution plan; the budget execution characteristic parameters are used for representing the purchasing periods of different purchasing items in the bank budget plan, the supplier supply period and the expense establishment approval period; acquiring budget execution target data of a bank budget execution plan in real time; the budget execution target data is used for representing the amount of the bank's budgeted budget in the bank budget execution plan; analyzing budget execution data, budget execution target data and estimated residual purchasing amount, and determining whether the bank budget is excessive in real time; when the exceeding of the bank budget is determined, the warning message for adjusting the bank budget execution plan in real time is sent out, so that the warning message for adjusting the bank budget execution plan in real time can be sent out when the bank budget is exceeded, the automatic monitoring of the bank budget execution is realized, compared with the prior art, the manual operation is not needed, the labor cost is saved, and the efficiency and the accuracy of the bank budget execution monitoring work are improved.
As described above, the embodiment of the present invention utilizes a digital monitoring method for bank budget execution, which can realize execution tracking and reporting, and combines with dynamic data analysis, thereby improving the agility and accuracy of budget execution work, and making the budget execution process more efficient and compliant by a scientific prediction method. Meanwhile, the budget executor can have more time to think how to further improve the comfort level of an office area and the satisfaction degree of staff, so that profit departments in an organization can be better served, and the overall benefit of a company is improved.
The embodiment of the invention also provides a monitoring device for executing bank budget, which is described in the following embodiment. Because the principle of the device for solving the problems is similar to the monitoring method executed by the bank budget, the implementation of the device can refer to the implementation of the monitoring method executed by the bank budget, and repeated details are not repeated.

A specific example is given below to illustrate a specific application of the device of the present invention.
In this example, the main functions implemented by the monitoring device for bank budget execution provided by the embodiment of the present invention include tracking and reporting budget execution, and the device may perform functional division according to a budget execution tracking module and a budget execution reporting module.
Fig. 4 is a schematic flowchart of a monitoring apparatus for bank budget execution, which implements a function of tracking budget execution according to an embodiment of the present invention. The budget execution tracking module mainly comprises a main control program of the budget execution tracking module, an execution plan reading sub-module (namely a budget execution data acquisition module and a budget execution target data acquisition module), an execution plan adding, data modifying and data deleting sub-module (namely a repeated calculation module), an execution plan maintaining sub-module (namely a parameter setting module), a dynamic data analysis sub-module (namely an analysis module) and an execution prediction analysis sub-module (namely a calculation module) and the like.
In fig. 4, the budget executor can select functions such as viewing a budget execution plan, increasing, deleting, changing budget execution data, and maintaining an execution plan by logging in a budget execution system of a bank. Before the execution of each function is finished (namely after the corresponding sub-module is called), the dynamic analysis and prediction analysis function module (namely, the analysis module) is called in sequence, the analysis result and the result of the sub-function module are returned to the front end, and if the analysis result relates to the change of the budget execution plan, a user can select to enter the execution plan maintenance to modify the execution plan.
(1) Dynamic and predictive analysis
After the main functions of the sub-modules (inquiry, addition and deletion, execution parameter maintenance and the like) are completed, the bank budget execution characteristic parameters including a bank system expense establishment period, an organization structure, an organization scale, an expense execution period, a guarantee department budget execution target, a bank system rolling date, a bank system expense reimbursement period and the like are read. And then reading the stored executed data and budget execution data in the execution cycle to perform operation (namely dynamic data analysis), wherein the budget execution data comprises the maintained (maintained by the repeated computation module) purchase execution data: including the completed amount of money, the amount of items established by each item, the execution data of the in-transit purchase item, etc. After the data is read, the estimated execution amount (namely the estimated residual purchase amount) of the execution period is obtained through comprehensive operation. And then, performing prediction analysis according to parameters such as bank execution characteristic parameters, estimated execution amount of the current period and the like, calculating a target achievement rate of the current period, judging whether the current period is overburdened, if so, calculating the annual cost of the subject, sending an alarm message for adjusting the execution plan of the bank budget in real time, and giving an execution plan modification suggestion.
(2) Viewing budget execution plans
The monitoring device for bank budget execution provided by the embodiment of the invention further comprises: and the viewing module is used for displaying the budget execution plan selected to be viewed by the user based on the corresponding display interface selected by the user. The user may choose to view the monthly/quarterly/annually execution plan. After reading the parameters of the front end, the details of the plan can be queried from the database through an sql query statement, which includes: the information of the name of the charge subject, the name of the article, the specification, the quantity, the unit price (element), the amount including tax, the tax rate, the tax amount, the amount without tax, the purchasing description, the execution state of the purchasing item and the like. Then, dynamic analysis and predictive analysis are called, and the results are returned to the front end together.
(3) Adding, deleting and/or modifying budget performance data
When the budget executor actually executes the purchasing, the budget executor may purchase according to the plan, cancel the purchasing midway due to the reason, and change the purchasing content due to the reason. The adding, deleting and modifying execution data function performs operations of adding, deleting and/or modifying corresponding contents in the database through sql statements, and the execution data contents include: the information of the name of the charge subject, the name of the article, the specification, the quantity, the unit price (element), the amount including tax, the tax rate, the tax amount, the amount without tax, the purchasing description, the execution state of the purchasing item and the like. Then, dynamic analysis and predictive analysis are called, and the results are returned to the front end together.
In the embodiment, the budget execution tracking module can also realize the periodic analysis of the use of articles, such as the use consumption rule of common articles like office supplies and drinking water, and can effectively aim at improving the accuracy of data operation of each step of the system.
(4) Performing scheduled maintenance
The monitoring device for bank budget execution provided by the embodiment of the invention further comprises: and generating an adjusting scheme for adjusting the execution plan of the bank budget according to the sent alarm message for adjusting the execution plan of the bank budget in real time. When the executor selects to jump into the function module from the return prompt of each function module, the page lists the suggestions in the front-end page according to the modification suggestions brought out by the analysis module, the user can manually adjust the plan content, the system after modification is saved calls and checks the execution plan module, and the new execution plan and the results of dynamic analysis and predictive analysis are returned to the front end. When the budget executor needs to modify the execution plan for reasons, the budget executor can log in the system to directly modify and maintain the execution plan.
For example, during epidemic situations, due to the need of epidemic prevention work, a guarantee department needs to purchase a batch of service supplies such as thermometers, inductive soap dispensers and the like, and because the original plan does not contain the contents, the budget executant can list the purchase of the above supplies into the plan, such as storing the purchase in the budget execution data. And after the modification is stored, dynamic analysis and predictive analysis are called, and the result and the plan modification suggestion are returned to the front end. The user can choose to continue the maintenance execution plan and jump into the maintenance execution plan function module again.
As an example, for drinking water procurement, assume that a company is newly working a batch of employees and the organization is changing in size. The monthly water consumption is calculated according to the latest characteristic parameters (average water consumption per person and tissue scale). The bank system calculates the latest monthly drinking water consumption according to the latest characteristic parameters, and meanwhile, the total amount of the future purchase items changes. The bank system judges that the subject cost has the over-support risk through operation, sends an alarm, and the manager adjusts the future purchasing items to ensure that the over-support risk does not exist. Specifically, assuming that the current organization scale of a company is 500, after newly-entering employees, the organization scale is changed into 600, the average water consumption of people is 1 barrel/month, when an organizer adjusts the organization scale in the system, the future purchase quantity and the amount of the drinking water are changed, the monthly expenditure increasing system of the drinking water judges that the additional expenses have the risk of overbooking, alarm information is sent, and the organizer adjusts the future purchase project of the subject according to the prompt to ensure that the expenses are not overbooked.
As another example, taking a typical example of office furniture purchasing as an example, in this example, a book reading corner may be set in each team according to a company plan requested by an employee, and a batch of bookcases may be purchased. After the manager receives the purchase instruction. The purchasing items can be newly added in the system, the characteristic parameters preset by the bank system comprise an office furniture protocol provider supply period, a cost execution period, a cost establishment period, a cost reimbursement period, an organization structure, a financial account binding date and the like, and when the project is newly added by a manager, the bank system can dynamically analyze and predict the obtained parameters and return the parameters to the front end after the provider is selected.
The preset characteristic parameters of the bank system are assumed as follows:
(1) the supply period of the office furniture supplier A is 30 days, and the unit price of a conventional size bookcase is 900 yuan;
(2) the supply period of the office furniture supplier B is 45 days, and the unit price of a conventional size bookcase is 750 yuan;
(3) the company expense execution cycle is a quarterly cycle, namely, the expense establishment is performed once every quarter to complete an expense execution analysis report;
(4) the expense standing period is 2 weeks, namely the approval time of 2 weeks is required from the time of the proposal of the expense use application to the time of the expense use;
(5) the expense reimbursement period is 1 week, namely the examination and approval time of 1 week is required from the time when the purchase project is checked and accepted and the invoice is received to the time when the expense reimbursement is completed;
(6) the organization structure is 5 departments, 20 teams.
(7) The financial account binding date is 20 days per month in 1-11 months, and 10 days in 12 months.
In this example, after the manager receives the job task of configuring 1 bookcase for each team in the middle ten days of september, he logs in the system, adds a bookcase purchase item in the office furniture purchase plan, preferentially selects a supplier B with a preferential price, the system automatically reads the characteristic parameters, and after calculation, the system lifts an initial application in the middle ten days of 9 months, the 'expense initial period' is 2 weeks, the 'supplier supply period' is 45 days, and the 'expense reimbursement period' is 1 week, obtains the predicted reimbursement completion time of the purchase as 11 months and the third week, compares the time with the read 'financial account bundling date', and judges that the expense can be successfully reimbursed. Meanwhile, the system acquires that the 'cost execution period' is a quarterly period, and the system return information prompts the sponsor to include the cost in the immediately initiated quarterly cost standing item. Assuming that the annual recovery budget of office furniture is 10 thousands, the executed amount is 7.5 thousands as of ten thousands in the middle of 9 months, and the total amount of the future procurement items of the original plan (after 9 middle of 9 months) is 2 thousands, when the bookcase procurement plan is added to the system by the handling personnel, the system calculates that the subject has the risk of overdraft, gives an alarm, and prompts the handling personnel to reduce at least 1 ten thousands of procurement amounts in the future procurement items, and the handling personnel correspondingly adjusts the future procurement plan according to the prompt.
In the example, after receiving the purchasing task, the operator only needs to log in the system and select the supplier, and all subsequent plans are completed by the system, so that the system is very convenient, efficient and accurate. The cost subjects which are responsible for implementation by the bank security department comprise more than ten cost subjects such as office supplies, service supplies, other public fees, office furniture, greening fees, other communication fees and the like, and the problems that a large amount of manual calculation is depended on, the working efficiency is low and errors are easy to occur in the conventional method can be effectively solved through the operation of a computer system.
