the data processing device is used for receiving the base station information sent by the data collecting device and updating the locally stored base station information based on the base station identification in the received base station information; the real-time signaling data updating device is used for receiving the real-time signaling data sent by the data collecting device and updating the locally stored real-time signaling data based on the communication terminal information in the received real-time signaling data; the information issuing device is used for receiving an information issuing instruction sent by the information input device, determining a target base station according to locally stored base station information and sending area information carried in the information issuing instruction, determining communication terminal information in the target base station according to locally stored real-time signaling data, and sending the communication terminal information in the target base station and issuing content carried in the information issuing instruction to the information issuing device;
the information issuing device is used for receiving the communication terminal information and the issuing content in the target base station sent by the data processing device and informing a communication gateway in a communication service network of issuing the issuing content to the communication terminal in the target base station;
the data collection device, which acquires real-time signaling data in a communication service network, includes: receiving real-time signaling data determined by a signaling acquisition system in a communication service network in the process of acquiring signaling messages in real time and backfilling numbers of the signaling messages.
2. The system of claim 1,
the data collection device, which acquires base station information in a communication service network, includes: receiving base station information regularly collected and reported by a base station management system in a communication service network; and/or receiving the base station information reported when the base station management system in the communication service network detects the change of the base station information.

the information issuing instruction also carries an issuing rule, and the issuing rule comprises issuing starting time;
the data processing device, after receiving the information issue instruction sent by the information input device, further includes, before determining a target base station according to the base station location information in the locally stored base station information and the sending area information carried in the information issue instruction: and starting a timer to wait until the issuing starting time in the issuing rule carried by the information issuing instruction is reached.
