In the implementation process of the invention, the whole device is fixedly installed by using the support legs 27 and the installation bolts 28, then a plurality of cables are placed at the top end of the pressing top seat 2, each cable enters the vertical placing groove 5 and then enters the transverse pushing groove 3 in sequence, the cables are pushed to the leftmost buffer placing device 7, the plurality of cables are placed in sequence, then the drive rod 24 is driven to rotate and move by rotating the knob 26, meanwhile, the buffer pressing device 8 is pressed downwards to clamp the cables between the buffer placing device 7 when the lifting ejector rod 23 is driven to descend by rotating the drive sleeve 25, so that clamping installation is realized, the first spring 13 and the second spring 17 can compress and buffer the cables, and the third spring 22 and the moving block 16 can provide tension buffering for the cables.
