the rubber ring 231 arranged in the cavity 23 is matched with the spacer 24 at the top of the rubber ring, so that the rubber ring 231 in the cavity 23 is heated and melted to shrink under the condition of fire, the spacer 24 at the top of the rubber ring is lowered from the cavity 23, the rubber mat 31 melted into liquid in the groove 3 flows into a space above the spacer 24 in the cavity 23, the spacer 24 is lifted from the cavity 23 by the rubber ring 231 material recovered from liquid to solid in the cooling process after the fire is extinguished, the rubber mat 31 material melted into hot is squeezed back into the groove 3, and flows out to the bottom surface of the annular groove 21 along the port of the groove 3 under the action of gravity of the charging pile body 1, the melted liquid rubber mat 31 material is re-solidified and molded between the annular groove 21 and the side wall at the bottom end of the charging pile body 1, and the water tightness between the charging pile body 1 and the barrel base 2 is maintained;
