each collecting and paying terminal 20 generates a pair of secret keys, the public keys are transmitted to the institution transaction system 10 through the internet, and the institution transaction system 10 encrypts bill information by using the public keys to generate a payment code 11;
in step B, the pay terminal 20 decrypts the payment code 11 with the private key to obtain bill information.
The digital signature is used to further match the proxied entity with the bank,
in the embodiment, the digital signature is encrypted by adopting an asymmetric key; the institution transaction system 10 generates a pair of keys and retains the private keys, transmits the public keys to the bank in an off-line manner, and enters the funds receiving and dispensing system 30. At the time of the transaction, the institution transaction system 10 digitally signs the billing information with a private key and the funds receiving and dispensing system 30 verifies the digital signature with a public key.
The transaction unique key is used to distinguish between transaction bills. In order to avoid the repeated transaction, in step B, after receiving the bill information sent by the payment-receipt terminal 20, the funds receiving and payment system 30 checks the transaction unique key value first, and if the transaction unique key value is consistent with the historical transaction, it is determined as the repeated transaction, and the funds receiving and payment transaction is refused to be processed.

in the step A, the bill information is encrypted to generate a payment code (11);
the payment code (11) comprises an identification code of a payment party at an institution, a payment party account, a payment party name, a transaction amount and a transaction unique key value;
the payment code (11) comprises a digital signature, and the digital signature is encrypted by adopting an asymmetric key; the institution transaction system (10) generates a pair of secret keys and reserves the private keys, the public keys are transmitted to a bank in an offline mode and are input into the fund receipt and payment system (30), and during transaction, the institution transaction system (10) uses the private keys to digitally sign bill information, and the fund receipt and payment system (30) uses the public keys to verify digital signatures;
