step S216: if the second identity recognition module fails to complete the face recognition work of the temporary personnel coming in and going out, the voice broadcasting unit 33 indicates the temporary personnel coming in and going out, the second near-field radio frequency recognition unit 31 of the third personnel identity recognition module 3 is used for carrying out personnel coming in and going out card recognition and the second camera unit 32 is used for carrying out identity re-recognition, and the temporary personnel coming in and going out are ensured to move in the registration floor; if the identity authentication can not be completed within the preset authentication time, a building manager is informed through the system, the elevator stops running, all internal and external calling instructions are cancelled, and passengers in the elevator car can register the calling elevator on the system again to take other elevators; the preset authentication time is set according to actual conditions, for example, 30 seconds.

the first camera unit is used for identifying face information of a person and recording clothes characteristics, the first near-field radio frequency identification unit is used for identifying registered person access card information, and the data processing module is used for receiving the face information and the registered person access card information and sending identity confirmation information to the gate card unit;
the second person identification module includes: the remote-field radio frequency identification unit, the camera unit in the car and the camera unit in the floor;
the far-field radio frequency identification unit is used for identifying a person entering and exiting card carried by the person, and triggers identification when the camera unit in the lift car or the camera unit in the floor identifies that the person enters and exits the lift car;
the third person identification module includes: the near field radio frequency identification device comprises a second near field radio frequency identification unit, a second camera shooting unit and a voice broadcasting unit;
the second near-field radio frequency identification unit is used for re-identifying a person access card carried by a person in the lift car, the second camera shooting unit is used for re-identifying the face information of the person in the lift car, and the voice broadcasting unit is used for outputting a re-identification instruction when the face identification of the second person identification module fails;
when the second personnel identity recognition module judges that the personnel currently leaving the elevator car are non-floor-permitted entering and exiting personnel, the voice broadcasting unit in the elevator car is triggered to alarm;
when the second person identification module judges that the person currently entering the elevator car is a person allowed to enter or exit from a non-floor, the second person identification module informs a building manager through an elevator monitoring and alarming terminal;
when the second person identification module fails to recognize the face, the data processing module compares the clothes characteristics of the person entering and exiting the clothes storage module with the person entering and exiting card information carried by the person entering and exiting card;
the personnel information registration module includes: the third camera unit, the man-machine interaction unit, the third near-field radio frequency identification unit and the receiving and transmitting card unit;
the third camera shooting unit is used for inputting face information of people entering and exiting, the third near-field radio frequency identification unit is used for identifying carried information of people entering and exiting the card, and the card receiving and sending unit is used for managing the people entering and exiting the card;
the data processing module is used for receiving and judging the identification information sent by each identity identification module and the personnel information registration module, controlling the operation of the elevator and transmitting an alarm instruction to the elevator monitoring and alarm terminal;
the elevator monitoring and alarming terminal is used for outputting alarming information.
2. The building elevator access management control system of claim 1, wherein the personnel information registration module is located outside of an elevator use area.
3. The building elevator in-and-out management control system of claim 1, wherein the first personnel identification module is installed at each entrance of the building, and the first camera unit and the first near field radio frequency identification unit are both installed on the gate card unit.
4. The system as claimed in claim 1, wherein the camera unit is mounted on the top of the cage and moves with the elevator, and the camera unit is mounted on each floor of the elevator.
5. The building elevator access management control system of claim 1, wherein the second near field radio frequency identification unit, the second camera unit and the voice broadcast unit are integrated into an elevator car call board or an advertising machine.
6. The method for controlling a building elevator access management control system according to any one of claims 1-5, comprising the steps of:
after the first identity recognition module carries out identity recognition on a user and collects clothes characteristics of people, the user takes an elevator, a car-in-car camera unit and a floor-in-floor camera unit in the second identity recognition module carry out face recognition on people entering and leaving an elevator car, and the shot images are compared with face characteristic images recorded by the people in the people information registration module;
the far-field radio frequency identification unit identifies a person access card carried by an elevator access person and reads information of the person access card, compares the information of the person access card with the person identity information of the storage unit, and judges whether the face identification information can be matched with the read information of the person access card;

when the second person identification module judges that the person currently entering the elevator car is a person allowed to enter or exit from a non-floor, the second person identification module informs a building manager through an elevator monitoring and alarming terminal, and the elevator continues to operate;
when the second person identification module fails to perform face identification, the data processing module compares the clothes characteristics of the entering and exiting persons with the information of the person entering and exiting card carried by the person identification module to judge whether the clothes characteristics are matched with each other, if the clothes characteristics are matched with each other, the elevator continues to normally operate, otherwise, the elevator stops operating, and a voice broadcasting unit in the elevator car prompts an identification re-identification signal;
the third personnel identity recognition module carries out personnel identity re-recognition and presets the completion time of the personnel identity re-recognition;
if the personnel identity re-identification cannot be completed within the preset time, the elevator continues to operate, and an alarm signal is output through the elevator monitoring and alarm terminal.
