If the access mode is a second access mode, the first service data is safely processed through the CTS front-end processor, and the first service data after the safe processing is sent to an old version silver certificate system through the CTS external unit;
if the access mode is a third access mode, the CTS front-end processor carries out security processing on the first service data, the CTS external unit sends the first service data after the security processing to the silver certificate period unit, and the silver certificate period unit converts the received first service data and sends the first service data to a new version silver certificate system;
