Preferably, the first balance weight 21 is fixed on the first balance line 31 and located in the half ring of the balance ring 1, and the second balance weight 22 is fixed on the second balance line 32 and located in the other half ring of the balance ring 1; in this way, when the eccentric amount is balanced in a resultant force manner, the first weight 21 and the second weight 22 respectively move in the resultant force direction in the two half rings of the balance ring 1, so that the operation stroke can be reduced, and the eccentric control can be simplified.
