The executing unit 905 is configured to not store the service material payment order information if the second determining unit 904 determines that the current control mode of the item to be purchased is the forced control mode.
And an alarm unit 906, configured to store service material payment order information and send alarm information if the second determination unit 904 determines that the current control mode of the item that needs to be purchased is not the forced control mode.

A submitting unit 803, configured to submit the approval normally if the third determining unit 1002 determines that the application amount of the item to be purchased is less than or equal to the remaining balance of the annual budget amount of the item corresponding to the adjusted item to be purchased.

If the first determining unit 802 determines that the application amount of the item to be purchased is greater than the remaining balance of the annual budget amount corresponding to the item to be purchased, the second determining unit 904 determines whether the current control mode of the item to be purchased is the forced control mode, and if the second determining unit 904 determines that the current control mode of the item to be purchased is the forced control mode, the executing unit 905 does not store the service material payment order information; if the second determination unit 904 determines that the current control mode of the item requiring purchase is not the forced control mode, the alarm unit 906 stores the service material payment order information and issues an alarm message. The purposes of realizing on-line management of the project fund payment budget, strengthening the fund payment budget monitoring and further improving the fund use efficiency are achieved.
Another embodiment of the present application provides a computer storage medium having a computer program stored thereon, wherein the computer program, when executed by a processor, implements the method of any one of the above embodiments.
Another embodiment of the present application provides an apparatus, which is a service material device, as shown in fig. 11, including:
one or more processors 1101.
Storage 1102, on which one or more programs are stored.
The one or more programs, when executed by the one or more processors, cause the one or more processors to implement the method as in any one of the above embodiments.
It should be noted that the service material device is a server.
In the above embodiments disclosed in the present application, it should be understood that the disclosed apparatus and method may be implemented in other ways. The apparatus and method embodiments described above are illustrative only, as the flowcharts and block diagrams in the figures illustrate the architecture, functionality, and operation of possible implementations of apparatus, methods and computer program products according to various embodiments of the present disclosure. In this regard, each block in the flowchart or block diagrams may represent a module, segment, or portion of code, which comprises one or more executable instructions for implementing the specified logical function(s). It should also be noted that, in some alternative implementations, the functions noted in the block may occur out of the order noted in the figures. Claims (10)

1. A method for managing and controlling fund payment budget is characterized by comprising the following steps:
acquiring the total annual fund payment budget amount;
and compiling the annual fund payment budget total amount according to preset project classification, and splitting the annual fund payment budget total amount into each project to obtain the annual budget amount of each project.
2. The management and control method according to claim 1, further comprising:
acquiring an adjusting instruction; wherein the adjustment instructions are for increasing or decreasing an annual budget amount for the project; the adjustment instruction comprises a to-be-adjusted item and an adjustment amount corresponding to the to-be-adjusted item;
and adjusting the annual budget amount of the item to be adjusted according to the adjustment amount corresponding to the item to be adjusted.
3. The management and control method according to claim 1, further comprising:
updating the project budget application condition and the project budget payment order according to the annual budget amount of each project;
and displaying the updated project budget application condition and the project budget payment order to the user.
4. The management and control method according to claim 1, further comprising:
acquiring service material payment order information; the service material payment order information comprises items needing to be purchased and application amount of the items needing to be purchased;
judging whether the application amount of the project needing to be purchased is less than or equal to the remaining balance of the annual budget amount of the project corresponding to the project needing to be purchased;
and if the application amount of the project needing to be purchased is judged to be less than or equal to the residual balance of the annual budget amount of the project corresponding to the project needing to be purchased, normally submitting for approval.
5. The management and control method according to claim 4, further comprising:
if the application amount of the project needing to be purchased is judged to be larger than the residual balance of the annual budget amount of the project corresponding to the project needing to be purchased, judging whether the current control mode of the project needing to be purchased is a forced control mode;
if the current control mode of the project needing to be purchased is judged to be the strong control mode, the service material payment order information is not stored;
and if the current control mode of the project needing to be purchased is judged not to be the strong control mode, storing the service material payment order information and sending out alarm information.
6. The management and control method according to claim 5, wherein if it is determined that the current control mode of the item requiring purchase is not a forced control mode, the method further includes, after saving the service material payment order information and issuing an alarm message:
acquiring feedback information corresponding to the alarm information; the feedback information is used for adjusting the residual balance of the annual budget amount of the project corresponding to the project needing to be purchased;
judging whether the application amount of the project needing to be purchased is less than or equal to the residual balance of the annual budget amount of the project corresponding to the adjusted project needing to be purchased;
and if the application amount of the project needing to be purchased is judged to be less than or equal to the residual balance of the annual budget amount of the project corresponding to the adjusted project needing to be purchased, normally submitting for approval.
7. The management and control method according to claim 4, wherein if it is determined that the application amount of the item to be purchased is less than or equal to the remaining balance of the annual budget amount of the item corresponding to the item to be purchased, after the normal submission of the approval, the method further includes:
and updating the project budget application condition table and the project budget payment order consumption detail table according to the service material payment order information.
8. A control device for fund payment budget is characterized by comprising:
a first acquisition unit, configured to acquire an annual fund payment budget total amount;
and the splitting unit is used for compiling the annual fund payment budget total amount according to preset project classification, splitting the annual fund payment budget total amount into each project and obtaining the annual budget amount of each project.
9. An apparatus, wherein the apparatus is a service asset provider, comprising:
one or more processors;
a storage device having one or more programs stored thereon;
the one or more programs, when executed by the one or more processors, cause the one or more processors to implement the method of any of claims 1-7.
10. A computer storage medium, having a computer program stored thereon, wherein the computer program, when executed by a processor, implements the method of any of claims 1 to 7.
