7. The budget declaration system of claim 1, wherein: the approval module specifically comprises:
the password storage unit is used for storing a first approval user name and a first approval password encrypted by MD5 by the server; the first approval user names correspond to the first approval passwords one by one;
the identity verification unit is used for the server to obtain a second approval user name and a second approval password input by the approval terminal, decrypt the first approval password by using the MD5, judge whether the second approval user name and the second approval password are matched with the first approval user name and the first approval password, and if so, enter the approval result generation unit; if not, ending the flow;
and the approval result generating unit is used for acquiring the declaration form through the server by the approval terminal, approving the declaration form to generate an approval result, and sending the approval result to the declaration terminal and the server for archiving.
8. The budget declaration system of claim 1, wherein: the declaration terminal, the management terminal and the approval terminal are all mobile phones, tablet computers, notebooks or desktop computers.
