The invention can purify the color groups in the recycled zinc chloride solution by an oxidation method to ensure that the zinc chloride solution is clear and transparent, thereby fundamentally solving the problem that the whiteness of the vulcanized fiber and the bonding strength of the laminate are influenced because the color groups are intercepted on the surface of the vulcanized fiber. In addition, the whiteness of the vulcanized fiber paper in the embodiment 3 is higher than the whiteness of the vulcanized fiber paper in the embodiments 1 and 2, and the process parameter proportion is optimized, so that the finished product effect of the vulcanized fiber paper is further improved.
