The third stop block 18 which prevents the seat rod 7 from overturning towards the inner wall direction of the lamp post 1 opposite to the opening surface of the lamp post 1 is arranged on the filter plate 5, so that the ultraviolet lamp 17 is prevented from being smashed, the seat rod is overturned inwards too much, and the user can take out the seat from the lamp post 1 again with great effort.
