and when the user terminal sends the process application, the user terminal manually or automatically matches the process application terminal corresponding to the application emergency level according to the process item to be sent to send.

and the flow selection sending module (11) is used for manually or automatically matching the flow item to be sent to a corresponding flow application terminal applying the emergency level for sending according to the emergency level of the flow item to be sent.
10. The system of claim 9, wherein: the flow selection sending module (11) comprises:
a flow quantity threshold submodule (12) for presetting a flow item sending quantity threshold of each flow application terminal in the same application time period; and the number of the first and second groups,
a flow preferred sending sub-module (13) which automatically matches the flow items to be sent in the subsequent application time period to the corresponding flow application terminal for sending according to the emergency level from high to low when the sending quantity of the flow items in the application time period of a certain flow application terminal reaches a threshold value; and the number of the first and second groups,
the flow marking sub-module (14) is used for marking the corresponding application time period as an application matching time period when the flow item sending quantity of the flow application terminal reaches a threshold value; and the number of the first and second groups,
