一种波束失败恢复的配置和指示方法、装置及通信系统。所述方法包括:终端设备接收网络设备发送的用于波束失败恢复的测量阈值和测量参数,或者,终端设备向网络设备发送用于移动鲁棒性优化的指示信息;由此,终端设备能够根据网络设备的配置获得准确的波束测量结果,减少不成功的波束失败恢复。
