Background
The total amount of unreasonable charges of ports in China is up to 2000 hundred million RMB every year, in order to standardize the production and management behaviors of enterprises and maintain a fair competitive market environment and practically reduce the logistics cost of the enterprises at import and export, the national development and improvement committee carries out anti-monopoly investigation on Shanghai ports and Tianjin ports in 2017 and requires that 39 ports on the coast of the country need to contrast with the problems found by the anti-monopoly investigation, self-checking and self-correction and practical improvement are carried out, and practical measures for improvement are made.
At present, a unified data platform is not available in the supervision system of port trade as data support, and data of each supervision unit cannot be timely and effectively shared. Meanwhile, each charging enterprise may conflict and evade data supervision, and in the process of judging whether the payment process is in compliance according to the cost value, the problem of incomplete supervision caused by inaccurate determined cost value may exist.
Disclosure of Invention
An object of the embodiments of the present application is to provide a method, an apparatus, and a system for monitoring data, so as to solve the technical problem of incomplete monitoring caused by inaccurate determined cost value in the process of determining whether a payment process is compliant according to the cost value.
In order to achieve the above purpose, the technical solutions provided in the embodiments of the present application are as follows:
in a first aspect, an embodiment of the present application provides a data monitoring method, which is applied to a data monitoring system, and includes: acquiring cargo information corresponding to the cargo and a plurality of payment data corresponding to a plurality of payment links; determining non-platform data in the plurality of payment data according to the cargo information and the plurality of payment data; the non-platform data is payment data when the goods are not paid through the data supervision system; determining an upper platform cost value corresponding to the goods according to the plurality of payment data and the non-upper platform data; and judging whether the cost value of the upper platform meets rechecking conditions or not so as to supervise the plurality of payment data. Therefore, the cargo information and the payment data of the cargo are acquired in the data monitoring system, the transaction that payment is not carried out through the data monitoring system is determined through the payment data, and the cost value passing through the data monitoring system is calculated, so that the links that payment is not carried out according to the regulations can be known. And judging whether the cost value meets rechecking conditions or not, if not, indicating that the problem occurs in the payment process of the goods, and tracing the source of the problem according to payment data, thereby solving the problem that the source is difficult to trace when the problem exists in port trade.
In an optional embodiment of the present application, the satisfying a rechecking condition includes: and the difference value between the upper platform cost value corresponding to the goods and the average value of the upper platform cost is smaller than a preset threshold value or the upper platform cost value corresponding to the goods deviates from the preset cost threshold value. Therefore, the problems of price adding, price lowering and the like may occur in the payment process of the goods, whether the problem occurs in the payment process of the goods can be determined by judging whether the difference value between the upper platform cost value and the upper platform cost average value is smaller than the preset threshold value, whether the difference value deviates from the preset cost threshold value and the like, and the source of the problem is traced according to the payment data when the problem occurs in the payment process of the goods.
In an optional embodiment of the present application, the plurality of payment data includes first payment data; the determining that platform data is not loaded in the plurality of payment data according to the cargo information and the plurality of payment data comprises: judging whether the goods corresponding to the first payment data leave the port; if the goods corresponding to the first payment data are left from the port, judging whether the first payment data are in the data supervision system; and if the first payment data is not in the data supervision system, storing the first payment data to a non-platform library and a non-full-ring library. Therefore, after the first payment data of the goods are acquired, the platform cost value which is not on the platform in the plurality of payment data can be calculated and the supervision can be realized by judging whether the first payment data is in the data supervision system or not on the basis that the goods leave the port.
In an optional embodiment of the application, after the determining whether the cargo corresponding to the first payment data has left the port, the method further includes: and if the goods corresponding to the first payment data do not leave the port, storing the first payment data into a to-be-processed database as second payment data. Therefore, if the goods corresponding to the acquired first payment data do not leave the port, it is indicated that the payment process of the goods is not finished, and the first payment data can be stored in the pending database, so that after the goods leave the port, whether the payment data are the data which are not on the platform or not is judged.
In an optional embodiment of the present application, after storing the first payment data in the pending repository as the second payment data, the method further includes: judging whether the storage time of the second payment data exceeds a preset storage time or not; if the time for storing the second payment data exceeds the preset storage time, calling a plurality of second payment data in the library to be processed according to the cargo information corresponding to the second payment data; judging whether the plurality of second payment data comprise a full payment link or not; the full payment link comprises all payment links; and if the plurality of second payment data do not comprise a full payment link, storing the second payment data to a non-full link library. Therefore, after the second payment data stored in the to-be-processed warehouse is stored for more than the preset storage time, a plurality of payment data corresponding to the goods corresponding to the second payment data can be called, and when the plurality of payment data do not comprise all payment rings, the corresponding payment data are stored in the non-full-ring bank.

Detailed Description
The technical solutions in the embodiments of the present application will be described below with reference to the drawings in the embodiments of the present application.
With the rapid development of national economy in China, ports are used as hubs for transportation and portals for external communication, and play an increasingly important role in promoting international trade and regional economic development. Reasonable port layout, moderate port investment and efficient port operation are important guarantees for developing port economy and expanding international trade in China.
According to the statistics of the relevant associations, the unreasonable charge sum of ports in China is up to 2000 billion yuan RMB each year. Under the conditions of slow economic increase and slow economic speed and unserviceable shipping market in China, excessive and unreasonable charges inevitably cause additional burden on shipping enterprises, so that the shipping enterprises are extremely perplexing. The decrease of the performance of shipping enterprises inevitably causes the decrease of orders of new ships, and natural chain reaction affects each enterprise at the port and the whole economy.
Therefore, in order to standardize the production and operation behaviors of enterprises, maintain the market environment of fair competition and practically reduce the logistics cost of import and export of the enterprises, the national development committee carries out anti-monopoly investigation on Shanghai harbors and Tianjin harbors in 2017, and requires that 39 harbors along the coast of the country need to carry out self-checking and self-correction and practical correction according to the problems found by the anti-monopoly investigation, so that practical and feasible correction measures are made.
At present, a unified data platform is not available in the supervision system of port trade as data support, and data of each supervision unit cannot be timely and effectively shared. When the problems in port trade are discovered, great manpower and material resources are consumed for tracing the source.
In order to solve the technical problem that it is difficult to trace the source when there is a problem in the port trade, the inventor has studied and provides a data supervision system 100, where the data supervision system 100 includes: a basic data platform 101, a data analysis platform 102, and a supervisory management platform 103. Referring to fig. 1, fig. 1 is a block diagram illustrating a data monitoring system according to an embodiment of the present disclosure.
And the basic data platform 101 is used for storing data related to port trade. As an implementation manner, the basic data platform 101 provided in the embodiment of the present application may include the following data sources:
(1) fee item basic data.
The basic data of the fee items are sourced from various fee item supervision departments and are used for standardizing the fee items of port trade charging. In other words, the fee item basic data is standard data of the charge amount in each link in port trade, and is the basis and the premise of payment data, and enterprises need to charge according to the fee item basic data when charging. The major items of the fee items for carding which are finished at present are 77 items (such as cargo port fee, tug fee, EDI transmission fee and the like), and 226 items. The fee items are collected and collated by the actual business charging conditions of each industry by the administration departments of each industry (traffic committee, business committee, customs and maritime office), and can be used after being submitted to the examination and confirmation of the development and reform committee.
(2) And (4) wharf base data.
The wharf basic data is from the Tianjin port group and is used for correlating goods and ship information related to port trade. For example, the dock base data may include: the bill of lading number, the name of the ship, the number of voyages and the like of the goods.
(3) A single window base data.
The single window basic data is derived from an Tianjin single window platform and is used for collecting port trade customs declaration data. For example, the single window base data may include: and the customs clearance goods bill number, the customs clearance goods type, the customs clearance time and other information.
(4) Yard base data.
The stock yard basic data is from Tianjin harbor group and is used for tracking the specific position and state of the goods. For example, yard base data may include: the payment link of the goods, the payment state of a certain payment link of the goods, whether the goods leave the port and the like.
(5) And (4) enterprise credit basic data.
The enterprise credit basic data is originated from Tianjin market supervision Committee and is used for checking the enterprise credit information. For example, the enterprise credit basis data may include: enterprise name, enterprise registration time, enterprise qualification, and the like.
(6) And the payment information is data traceable in the whole process.
The whole traceable data source of the payment information is a unified charging management platform and is used for whole-process tracing, monitoring and early warning of port trade.
And the data analysis platform 102 is used for analyzing the data in the basic data platform 101 and the transaction data. Through the analysis of the data analysis platform 102, information such as the state data of the cargo, the payment data of the cargo and the like can be obtained. As an implementation manner, the data analysis platform 102 provided in the embodiment of the present application may include a data cleaning module, a payment data analysis module, and a cost value analysis module.
The data cleaning module can be used for automatically identifying invalid or error data, transmitting the invalid or error data to a manual correction database after identifying the invalid or error data, and identifying the data again after correcting the invalid or error data until the invalid or error data is correct. It should be noted that, after identifying invalid or erroneous data, the data cleansing module may also correct the data by itself, and those skilled in the art may make a suitable selection according to actual situations. In addition, the data cleaning module can also remove the weight of the repeated cargo information. Because the source of the cargo data is a dock, the data exchange between the data analysis platform 102 and the dock can be in a message mode, and the data exchange mode of the message may have the phenomenon of multiple data or data retransmission, so that the cargo information can be deduplicated. As an implementation manner, the data cleaning module may position the cargo by using three dimensions, namely, a ship name, a voyage number, and a bill number, corresponding to the cargo as coordinates through a payment information global Identity (ID) provided by the basic data platform 101, so as to perform deduplication on the cargo information.
The payment data analysis module can be used for analyzing specific payment data of each charging link related to the port service, wherein each charging link related to the port service can include: goods agency service, wharf service, yard service, customs declaration and inspection service, quarantine processing service, tally service, transportation service, ship agency service, and the like.
The cost value analysis module can be used for analyzing data such as a total cost value and a total transaction value of the goods, wherein the cost value of the goods refers to the sum of payment amounts directly paid by a goods owner of a certain single goods, and the transaction value of the goods refers to the sum of all payment amounts corresponding to the certain single goods. For example, if a owner entrusts enterprise a, enterprise a receives the fees from enterprise B and enterprise C, the cost value of the owner's goods is the sum of the amount of money paid by the owner to enterprise a, and the transaction value is the sum of the amount of money paid by the owner to enterprise a and the amount of money paid by enterprise a to enterprise B and enterprise C.
Since each charging enterprise may have conflict and evasion in data supervision, the data collected by the basic data platform 101 is not necessarily complete, and the charging without passing through the basic data platform 101 is called non-platform data. Therefore, the payment data analysis module and the cost value analysis module can consider the non-platform data when analyzing the payment data.
Based on the above analysis, the data analysis platform 102 may perform the following steps:
firstly, positioning goods through goods information such as ship names, voyages, bill of lading numbers and the like.
And secondly, counting the transaction value of each single cargo by using a cost value analysis module.
And thirdly, analyzing the payment link of each cargo by using a payment data analysis module, and comparing the payment links to analyze data which is not processed on a platform in a certain link.
And fourthly, analyzing whether the owner pays the platform according to the paying link, and calculating the cost value of each cargo by using the cost value analysis module as a basis.
And fifthly, continuously updating the statistical analysis data of each single cargo.
On the basis of the analysis process, the data analysis platform 102 may also perform statistics on the cost historical data of each payment link, index and store the statistical data, and then analyze charging abnormal points according to dimensions such as charging items, charging time and the like of each link.
And the supervision and management platform 103 is used for supervising and managing port trade according to the analysis result of the data analysis platform 102. As an implementation manner, the supervision and management platform 103 provided in the embodiment of the present application may include an early warning information pushing module and a joint penalty module.
The early warning information pushing module can be used for pushing the payment information and the payment enterprise information which are suspected to have problems to each administrative department by combining the data of the basic data platform 101 and performing data analysis through the data analysis platform 102. All administrative departments can master the relevant trade data of port trade in the jurisdiction range through the entrance of the supervision and management platform 103, and timely adjust relevant policies and emergency plans through the analysis of fluctuation and change trend of port trade. The joint disciplinary module can provide a unified management service platform for each supervision department, and each supervision department can carry out joint disciplinary on enterprises with problems according to early warning information pushed by the platform or according to own evaluation indexes and the service data of the platform.
The data supervisory systems 100 that this application embodiment provided collects the data of single window, harbour, the platform etc. of collecting fee, the realization is traceable to the whole flow of harbour trade, the real-time early warning of the condition of collecting fee, simultaneously through carrying out data analysis to the data of different sources, carry out the multidimension degree analysis to each link condition of collecting fee of whole harbour trade, link, enterprise information that will be suspected to be in doubt pushes away for relevant administrative unit accurately, confirm by the administrative unit whether to its line joint punishment of going on, the expense of falling for harbour trade is promoted and is imitated and provide the decision-making basis.
Based on the data supervision system 100, the embodiment of the present application further provides a data supervision method, which can be executed by the data analysis platform 102 in the data supervision system 100. Referring to fig. 2, fig. 2 is a flowchart of a data monitoring method according to an embodiment of the present application, where the data monitoring method includes the following steps:
step S201: the method comprises the steps of obtaining goods information corresponding to goods and a plurality of payment data corresponding to a plurality of payment links.
Step S202: and determining data which is not on the platform in the plurality of payment data according to the cargo information and the plurality of payment data.
Step S203: and determining an upper platform cost value corresponding to the goods according to the plurality of payment data and the data which are not on the platform.
Step S204: and judging whether the cost value of the upper platform meets rechecking conditions or not so as to supervise a plurality of payment data.
For example, first, cargo information corresponding to the cargo and a plurality of payment data during payment of the cargo may be obtained. The cargo information is information related to cargo, such as: a cargo bill number, a ship number for transporting cargo, etc.; payment data is the payment data for the owner and the enterprise for the goods, such as: payment amount, specific payment link and the like. It should be noted that, in the embodiment of the present application, a manner of obtaining the cargo information and the payment data is not specifically limited, and the data analysis platform may receive data sent by the basic data platform and the payment platform, and may also receive data stored in the server, and the like, and a person skilled in the art may appropriately select the data according to an actual situation. In addition, the frequency of acquiring the cargo information and the payment data is not specifically limited, one data can be acquired for generating one data, and all data in the period of time can be acquired at intervals.
As already analyzed above, since each charging enterprise may have conflict and evasion in data supervision, the data collected by the underlying data platform is not necessarily complete, and the charging without the underlying data platform is called non-platform data. Therefore, in order to ensure the accuracy of the calculated cost value, the non-landing data can be determined according to the cargo information and the payment data, and then the corresponding landing cost value of the cargo can be determined according to the payment data and the non-landing data. The manner of determining the non-landing data according to the cargo information and the payment data will be described in detail in the following embodiments. The method for determining the upper platform cost value corresponding to the cargo according to the plurality of payment data and the non-upper platform data may be, for example, subtracting the sum of the non-upper platform data in the payment directly paid by the cargo owner from the sum of the payment amount directly paid by the cargo owner in the payment data, and obtaining a numerical value as the upper platform cost value corresponding to the cargo.
After the upper platform cost value is determined, whether the upper platform cost value meets rechecking conditions or not can be judged, if yes, it is indicated that each payment link corresponding to the goods is in compliance, and if not, the monitoring management platform can be used for tracing the payment link with the problem and supervising the payment link with the problem. The upper platform cost value meeting the rechecking condition may include multiple conditions, for example: the difference between the upper platform cost value corresponding to the goods and the upper platform cost average value is smaller than a preset threshold, the upper platform cost value corresponding to the goods is smaller than a preset cost threshold (malicious price pressing), the upper platform cost value corresponding to the goods is smaller than a preset cost threshold (malicious price raising), and the like, and a person skilled in the art can make a proper selection according to actual conditions.
It should be noted that, while determining whether the upper platform cost value meets the rechecking condition, it may determine whether the payment amount of each link also meets the corresponding rechecking condition, so as to supervise each payment link. At this time, if the rechecking condition is satisfied, the link payment amount is greater than the standard payment value, the link payment amount is less than the standard payment value, and the like, and a person skilled in the art can also make a suitable selection according to the actual situation.
In the embodiment of the application, the cargo information and the payment data of the cargo are acquired in the data monitoring system, the transaction that the payment is not carried out through the data monitoring system is determined through the payment data, and the cost value passing through the data monitoring system is calculated, so that the links that the payment is not carried out according to the regulations can be known. And judging whether the cost value meets rechecking conditions or not, if not, indicating that the problem occurs in the payment process of the goods, and tracing the source of the problem according to payment data, thereby solving the problem that the source is difficult to trace when the problem exists in port trade.
Further, assuming that the payment data of a certain link in the plurality of payment data is obtained, for convenience of description, the payment data is named as first payment data, at this time, please refer to fig. 3, where fig. 3 is a flowchart of step S202 of the data monitoring method provided in the embodiment of the present application, and step S202 may include the following steps:
step S301: and judging whether the goods corresponding to the first payment data leave the port.
Step S302: and if the goods corresponding to the first payment data are left from the port, judging whether the first payment data are in the data monitoring system.
Step S303: and if the first payment data is not in the data supervision system, storing the first payment data to the non-platform library and the non-full-ring library.
For example, after the first payment data is acquired, the cargo information corresponding to the first payment data is called, and whether the cargo leaves the port is judged. Firstly, judging the trade type corresponding to the goods, and if the trade type corresponding to the goods is an export, judging whether the goods is already left; and if the trade type corresponding to the goods is imported, judging whether the goods are lifted away. If the goods leave the port, the trade process of the goods is finished, whether the first payment data are in the data monitoring system or not can be continuously judged, if the first payment data are not in the data monitoring system, the fact that the goods owner or the enterprise does not pay through the data monitoring system when paying the cost is shown, and the first payment data can be stored in an un-platform library and a non-full-ring library for subsequent analysis and use.
In the embodiment of the application, after the first payment data of the goods is acquired, the data which is not on the platform in the plurality of payment data is determined by judging whether the first payment data is in the data monitoring system or not on the basis that the goods leaves, so that the cost value of the on-platform is calculated, and the monitoring is realized.
Further, after step S301, the data monitoring method may include the following steps:
and if the goods corresponding to the first payment data do not leave the port, storing the first payment data into the to-be-processed database as second payment data.
For example, when it is determined whether the cargo leaves the port, if the cargo corresponding to the first payment data does not leave the port, it is determined that the trade process of the cargo has not been completed, at this time, the first payment data may be stored in the to-be-processed repository as second payment data, so that the second payment data may be called later and corresponding analysis may be performed.
In this embodiment of the application, if the cargo corresponding to the acquired first payment data does not depart from the port, it is indicated that the payment process of the cargo is not finished, and the first payment data may be stored in the pending repository, so that after the cargo departs from the port, it is determined whether the payment data is platform-unfastened data.
Further, after the first payment data is stored in the to-be-processed database as the second payment data, the data supervision method may further include the steps of:
the first step, whether the storage time of the second payment data exceeds the preset storage time is judged.
And secondly, if the time for storing the second payment data exceeds the preset storage time, calling a plurality of second payment data in the library to be processed according to the cargo information corresponding to the second payment data.
And thirdly, judging whether the plurality of second payment data comprise a full payment link.
And fourthly, if the plurality of second payment data do not comprise a full payment link, storing the second payment data to a non-full link library.
For example, after the first payment data is stored in the pending repository as the second payment data, if the second payment data is stored for a longer time, for example, the storage time exceeds the preset storage time, the second data may be processed accordingly, so as to avoid too much stored data and occupation of space. Wherein, the preset storage time can be the time preset by the staff, for example: 30 days, half a year, etc.
If the time for storing the second payment data exceeds the preset storage time, all the payment data of the goods can be called, and whether all the payment data comprise all the payment links which the goods need to pass through is judged, namely whether all the payment data comprise all the payment links. If the second payment link is included, storing the second payment data into a full link library; and if the full payment link is not included, storing the second payment data to a non-full link library so as to perform statistical analysis on the plurality of payment data.
In the embodiment of the application, after the second payment data stored in the to-be-processed repository is stored for more than the preset storage time, a plurality of payment data corresponding to the goods corresponding to the second payment data can be retrieved, and when the plurality of payment data do not include all payment rings, the corresponding payment data are stored in the non-full-ring database.
Further, before step S301, the data monitoring method may further include the following steps:
first, whether the first payment data is valid is judged.
And secondly, if the first payment data is invalid, storing the first payment data into an abnormal library.
For example, in order to ensure the accuracy of data analysis, the validity of the first payment data may be first determined after the first payment data is acquired, where the invalidity of the first payment data may include that the data is empty, and the data is incorrect. If the first payment data is valid, the first payment data can be analyzed in the next step; if the first payment data is invalid, the first data may be stored in an exception library, so that the exception data may be called from the exception library and processed, for example: the data in the exception library may be subjected to data cleansing, and the specific process of data cleansing is described in detail in the above embodiments.
In the embodiment of the application, whether the obtained first payment data is valid is judged firstly, so that the first payment data is further analyzed under the condition that the first payment data is valid, and resources are saved. And when the first payment data is invalid and abnormal, the abnormal data can be subjected to data cleaning so as to ensure the accuracy of the data.
Further, before step S301, the data monitoring method may further include the steps of:
the method comprises the steps of firstly, judging whether first payment data reach a preset payment threshold value.
And secondly, if the first payment data reach a preset payment threshold, storing the first payment data into an early warning library so as to perform early warning by calling the payment data in the early warning library.
For example, before analyzing the first payment data, it may be further determined whether the first payment data reaches a preset payment threshold, where the preset payment threshold may be an early warning price established for a government fee reduction and payment expectation target. If the first payment data reaches the preset payment threshold, the payment amount of the link is not in line with the specification, the first payment data can be stored in the early warning library, and then early warning is carried out by calling the payment data in the early warning library.
In the embodiment of the application, whether each payment data reaches a preset payment threshold value or not can be judged, if the payment data reaches the preset payment threshold value, it is indicated that a payment link corresponding to the payment data is abnormal, and the payment data can be stored in the early warning library and early warned, so that the payment data of each link is supervised.
As an implementation manner, please refer to fig. 4, where fig. 4 is a schematic diagram of a data analysis method provided in an embodiment of the present application, and a process of analyzing data by a data analysis platform may specifically be: first, payment service data, enterprise data, and the like in a platform database are extracted at regular time by using an Extract-Transform-Load (ETL) technology and stored in a temporary repository. And then, first payment data are called from the temporary library, the validity of the first payment data is judged, if the first payment data are invalid, the first payment data are stored into the abnormal library, and if the first payment data are valid, the first payment data are stored into the to-be-processed library. The first payment data which is newly stored can be assumed to be new data, whether the new data reaches the early warning threshold value or not is judged, and if the new data reaches the early warning threshold value, the new data is stored into the early warning library. The new data can be transmitted to the data closed-loop basis base at regular time to carry out the timed closed-loop processing, namely, whether the goods corresponding to the new data leave the port or not is judged. The data closed loop can judge the trade type of the goods corresponding to the new data according to the two sets of data, judge whether the goods leave the port if the data are exported, and judge whether the goods are lifted away if the data are imported. If the goods are already left or lifted, further judging whether the new data is in the platform data, if the data is not in the platform data, storing the new data to the un-installed platform library and the non-full-link library, and if the data is in the platform data, storing the new data to the full-link library. If the shipment has not left the port or the shipment has not been lifted, the new data may be stored back into the pending repository, at which point the data may be named old data. If the old data exceeds the storage threshold value in the to-be-processed warehouse, calling all payment data of the goods corresponding to the old data, judging whether all the payment data contain all links, if all the payment data contain all the links, storing the old data into the full-ring warehouse, and if all the payment data do not contain all the links, storing the old data into the non-full-ring warehouse.
