determining, according to the upload data of the mobile terminal, the number of mobile terminals connected to the working WIFI in the corresponding area in each of the areas in a preset period in a first time domain, as the first reference value, including:
and obtaining uploading data of the mobile terminal in each preset period in the first time domain, comparing the WIFIID connected with the mobile terminal with the working WIFI in the corresponding region to obtain the number of the mobile terminals connected with the working WIFI in the corresponding region, and obtaining the average value of the number of the mobile terminals in all preset periods in the first time domain or taking the maximum value as the first reference value.

determining, according to the upload data of the mobile terminal, the number of mobile terminals connected to the working WIFI in the corresponding area in each of the areas in a preset period in a first time domain, as the first reference value, including:
and acquiring a union set of WIFIIDs connected with all the mobile terminals in the first time domain, and counting the number of working WIFI belonging to the corresponding region in the acquired union set to be used as the first reference value.

and acquiring uploading data of the mobile terminal in each preset period in a second time domain in real time, comparing the WIFIID connected with the mobile terminal with the working WIFI in the corresponding region to obtain the number of the mobile terminals connected with the working WIFI in the corresponding region, and taking the number as a second reference value corresponding to each preset period.
