under the condition that the action characteristics deviate from the action rule, sending an interception instruction to all public transport facilities in a circular area with the preset interception distance as the radius and the circle center of the criminal suspect;
and sending an alarm to an adjacent public security network when the public transportation facility finds the criminal suspect.
3. The method of claim 1, further comprising:
predicting whether the criminal suspect is in a self-disabled state or not by combining the geographic position in the action characteristic and the stay time at the geographic position through pulse information, blood pressure information and respiratory information in the biological characteristic;
and if the criminal suspect is in the criminal state, sending an alarm to an adjacent public security network.
4. The method of claim 1, wherein the target tracking device collects the biological characteristics and the action characteristics of the criminal suspect at a specified time interval, and obtains the biological rules and the action rules of the criminal suspect at each time period every day through statistical analysis, and the method comprises the following steps:
collecting the biological characteristics of the criminal suspect every 10 minutes by taking 24 hours as a period, taking a median of the biological characteristics collected every time, and performing curve fitting to obtain the biological rule;
and collecting the geographical position of the criminal suspect every 10 minutes by taking 24 hours as a period, and carrying out cluster analysis on the geographical position collected every time to obtain the action rule.

The method as claimed in claim 1, wherein the target tracking device searches for the public security sites within a specified distance range by broadcasting and transmits the biometric characteristic and the action characteristic with at least two of the public security sites at a specified time interval, comprising:
the first public security network obtains the position of a first criminal suspect through communication with the tracking equipment;
the second public security network obtains the position of a second criminal suspect through communication with the tracking equipment;
the first security website is communicated with the second security website, the position of the first criminal suspect and the position of the second criminal suspect are calibrated, and the geographic position of the criminal is obtained.
6. The method of claim 1, wherein the forensics of the surrounding environment of the criminal suspect comprises:
