Because part of files need to be printed according to the form filling content of the system and then are submitted to a principal for signing or signing by related departments, then the files after signing or signing are scanned and recorded by a file scanning unit, the files after scanning and recording are required to be completely consistent with the contents printed by the form filling before the files are transmitted to a data management center, watermark information can be added to all the case-setting information through a digital watermark encryption module, so that invisible digital watermarks exist in the printed paper files, once the files are exchanged by a manager, the files after later scanning and recording are recoded as new case-setting information because the digital watermark information is lost, and the files needing signing in a third temporary storage module are still in an unsigned state, so that the case cannot be submitted or cannot pass the case-setting request after being submitted, the manager cannot tamper the files needing signing, and the document contents after scanning and recording after signing can be ensured to be consistent with the system contents. For the image with watermark information, the watermark information can not pass verification, the image can be directly judged to be not newly submitted file data, and the file data after signature can be sent to a first temporary storage module of a data management center for archiving.
In practice, the case-setting encoding module 212 further includes an encoding duplication checking unit for comparing the type and serial number of the case-setting information to which the fed image belongs with the type and serial number of the case-setting information already encoded in the case, and encoding the duplicated image.
The scanning options are correspondingly set according to the types of the case setting information, so that when a scanning image is acquired through the scanning options, the type of the case setting information to which the image belongs can be determined, if the encoded case setting information contains information with the same type and serial number, the image is indicated to belong to the information which needs signature after the system printing, but the information which cannot be identified by watermark is replaced by sponsors, and because whether the content of the information is consistent with the content of the system or not cannot be determined, manual checking is possibly needed, the information can be sent to a first temporary storage module of a data management center for archiving. The image data of the image passing the check-up is the data which is replenished by the manager and can be encoded and recorded.
In specific implementation, the digital watermark is generated by the system according to the file management rule, such as file number, principal, file type (identity proof or evidence material, etc.), start-stop page number, copied serial number (for the case of multiple copies), digital watermark author, secret key, etc. The system encrypts the data according to the key to generate the content of the digital watermark information. The digital watermark information generated by the different keys is different, and the same key and the same embedding algorithm generate different watermark information for different documents. Each different legal document generates digital watermark by different authors, the secret key is generated randomly by the system, even the authors do not know the secret key content, the secret key encrypts the special information of the files, and the special information is embedded into the legal document together with the digital watermark. Since the digital watermark is invisible, a counterfeiter or a falsifier does not know the content of the digital watermark information and does not know the restoration algorithm of the data content, the counterfeiter or falsifier cannot know the restoration algorithm of the data content at all, and the purpose of protecting the legal document is achieved.
Digital watermark embedding: firstly, converting the legal document into an image, and then embedding watermark information in the legal image document.
The watermark may be made up of a variety of models, such as random number sequences, digital logos, text, images, etc. From the point of view of robustness and security, it is often necessary to randomize the watermark and encrypt it. Watermark information is classified into a wide variety of types such as pseudo-random binary sequences, some text, graphic or image marks, etc. The digital watermarks are selected differently according to different use environments, so that the generation of the watermark is an extremely important step. Let I denote the set of digital products to be protected; w represents the set of all possible watermark signals; k represents a set of watermark keys; g denotes an algorithm for jointly generating a watermark from a key K and a digital product X to be watermarked, i.e. G: X k→w, w=g (X, K).
In this embodiment, a frequency domain digital watermarking technique is used in the process of embedding digital watermark information. The frequency domain digital watermark is to transform the image by a certain frequency domain transformation rule and then embed watermark information in the corresponding frequency domain coefficient. An image transform domain discrete wavelet transform algorithm is used. Compared with a spatial domain algorithm, the transform domain algorithm can accommodate more watermark information, and meanwhile, the robustness of the watermark is superior to that of the watermark embedded in a space domain, so that the transform domain algorithm has high safety.
The embedding algorithm of the watermark is an irreversible function, and the secret key can not be calculated according to the embedding algorithm and the object containing watermark information, so that the legal document has higher security.
The watermark embedding process is to embed watermark information into host image data, and the watermark embedded image Iw can be expressed as:

there are two general watermark embedding criteria, the addition criteria: x' (k) =x (k) +αω (k), multiplication criterion: x' (k) =x (k) (1+αω (k)). Where x (k), x' (k) are denoted as carrier object pixel and watermark carrier object pixel, respectively, ω (k) is the watermark signal and the parameter α is the embedded intensity factor. On the premise of ensuring invisibility, the strength of the embedded watermark is improved to enhance the robustness of the watermark, and the alpha size is determined to be combined with the property of the image and the property of the vision system. The watermark embedding model is shown in fig. 4. The input of the system is watermark information and original information, and the secret key is used for increasing security and avoiding unauthorized parties from recovering and modifying the watermark. After processing by the embedding algorithm, the corresponding watermark information is embedded into the carrier, and the watermark-containing image with the embedded watermark information is obtained. The legal document is embedded with the digital watermark and then printed out by a printer, so that the security document carrier with the digital watermark is changed.
Extraction and detection of digital watermarks:
in application, legal documents often have such a scene that in court litigation, for example, a certification material of a user needs to be signed by a village commission, the document is a unified format document printed in the court, when a person sends the signed certification document to the court, relevant staff scans the certification document, after scanning a legal copy system, the system automatically judges whether the digital watermark information is contained, and if the digital watermark information is not indicated as not being the document sent by the court, the document is possibly tampered or forged. If the digital watermark exists, the system extracts the related information of the proving material according to the algorithm, and files the related information to the position corresponding to the case automatically, thereby completely replacing the labor of manual file.
The watermark extraction and detection process is the inverse of the watermark embedding process, and as shown in fig. 5, the watermark is accurately extracted from the watermark system, a process called watermark extraction. Typically the first step in watermark detection is watermark extraction followed by watermark decision. A common practice for watermark decisions is correlation detection. The result of watermark detection depends on a threshold value and when the result of correlation detection exceeds this threshold value, a conclusion is made that the watermark is specified.
In specific implementation, as shown in fig. 6, the self-service terminal 21 further includes a case-setting file locker 23 for receiving paper materials, where the case-setting file locker 23 includes a first electric control lock 231 for controlling opening and locking of a cabinet door, and the first electric control lock 231 is connected to the case-setting main control module 215, so that the case-setting main control module can open the first electric control lock 231 according to the submitting result of the submitting option, so that a manager can store the paper materials of the case setting into the case-setting file locker; the case setting file locker 23 further comprises a case taking information verification module 232 for verifying the case taking information and opening the first electric control lock 231, so that a worker can collect paper data of the case setting from the case setting file locker.
In practice, the pickup information verification module 232 includes a numeric keypad for inputting an extraction code, a fingerprint identification module for identifying the fingerprint of the court staff, and a card reader module for identifying the IC card of the court staff.
In practice, as shown in fig. 7, the system further comprises a case settlement auxiliary service system 3 for processing case settlement data; the case creation support service system 3 includes an electronic document creation terminal 31 for creating an electronic document from case creation paper documents sorted in the case creation document sequence number, and a document delivery device 32 for delivering the paper documents; the electronic document production terminal 31 includes an automatic document feeding scanner 311 for scanning paper documents, a case forming encoding module 312 for forming a case on the scanned electronic documents according to the numbers of the paper documents, and a case forming main control module 313 for uploading the case forming encoded electronic documents to the data management center 1; the document delivery device 32 includes a case file temporary storage cabinet 321 for temporarily storing case paper files, a temporary storage cabinet main control module 322 for opening a second electric control lock on the case file temporary storage cabinet 321 for controlling the opening and locking of a cabinet door, a monitoring module 323 for recording the picture information of the case paper files, an input device 324 for inputting the case information of the case paper files and the information of a person taking the case, the information of the person taking the case includes a mobile phone number for receiving a short message and a verification code for taking the case, and a short message gateway module for sending the short message for taking the case is integrated on the temporary storage cabinet main control module 322.
After the case is set up, new case data can still be generated in the trial stage, before the case is set up, the newly generated case data can not be scanned in time to be made into an electronic document, in addition, after the case is set up, all the case data are required to be sorted and numbered according to the sequence of the case setting up files, after the case is set up, all the case setting up paper files (files submitted when the case is set up) are numbered according to the sequence, then the case setting up files are rapidly scanned through an automatic manuscript feeding scanner, then the case setting up files are sent to a case setting up coding module to be subjected to case setting up coding according to the number of the case setting up paper files, and the case setting up coded electronic document is uploaded to a data management center to be archived through a case setting up main control module. Therefore, the paper documents are finished first, and then scanned and uploaded uniformly, so that the working intensity can be reduced, and the efficiency can be improved. On the other hand, when the deposit paper file is handed over again, when the depositor inputs the case information of the deposit paper file and the mobile phone number in the information of the taker, the temporary storage cabinet main control module opens a cabinet door of an empty cabinet of the deposit file temporary storage cabinet, and after the depositor puts the deposit paper file into the empty cabinet and locks the cabinet door, the temporary storage cabinet main control module sends a piece taking short message and a piece taking verification code to the mobile phone number of the taker through the short message gateway module, and after the taker inputs the piece taking verification code, the temporary storage cabinet main control module opens the corresponding cabinet door and the taker takes out the deposit paper file.
In practice, the temporary storage cabinet main control module 322 is connected with the data management center 1, and the data management center 1 further comprises an identity information storage module 17 for storing identity information of personnel related to the paper document of the handover proposal; the document delivery device 32 further includes an identity information recognition module 325 connected to the temporary storage main control module 322, where the identity information recognition module 325 includes a fingerprint recognition unit for recognizing fingerprint information, and/or a card reader module for reading IC card information, and/or a second-generation identity card scanner for acquiring identity card information.
Therefore, the identity information identification module can be used for double check when the case paper file is deposited and the case is taken, and the case paper file is effectively prevented from being lost.
In practice, each cabinet body of the case file temporary storage cabinet 321 is internally provided with an infrared correlation sensor for detecting whether files are stored, and the infrared correlation sensor is connected with the temporary storage cabinet main control module 322; the document delivery device 32 further includes a speaker 326 connected to the temporary storage cabinet main control module 322, and can send out a voice prompt about whether a document is put in or taken out according to the detection result of the infrared correlation sensor when the cabinet door is closed.
Thus, the problem that the depositor forgets to put in the case paper file or the taker forgets to take out the case paper file can be avoided.
In implementation, a pressure sensor for detecting whether files are stored is disposed at the bottom of each cabinet body of the case file temporary storage cabinet 321, and the pressure sensor is connected with the temporary storage cabinet main control module 322.
Therefore, the pressure sensor and the infrared correlation sensor form a double detection system, so that false alarm caused by any damage can be avoided, and the accuracy of the system is improved.
In implementation, the document delivery device 32 further includes a weighing and packing machine 327 connected to the main control module 322 of the temporary storage cabinet, for weighing, binding and packing the case paper file to be placed in the temporary storage cabinet 321 of the case file, and uploading the case paper file to the data management center 1 through the main control module 322 of the temporary storage cabinet; the data management center 1 further includes a weight storage module 18 for storing weighing data of the case paper document and case information, so that the weighing data record of the case can be conveniently queried through the case information.
After the case forming paper files are handed over through the document handing-over device, once the files are lost, the weight of the case forming paper files is changed greatly, the case forming paper files put into the case forming file temporary storage cabinet each time are weighed and packaged through the weighing and packaging machine, and the weight change of the same case in the handing-over process can be tracked, so that a depositor or a taker is helped to judge whether the files are lost or not preliminarily.
In practice, the case-setting master control module 313 is connected with the digital watermark encryption module 41, and sends the case-setting coded image to the watermark generation unit 411, and generates a digital watermark according to the case-setting code, and then the digital watermark and the secret key are embedded into the image by the watermark embedding unit 412, and sent to the data management center 1.
After the case is made, all documents are fixed, so that the unified management is facilitated, and all documents are scanned and archived according to the case making code, so that the digital archive management is facilitated.
