Background
The IOPS (Isolated E-UTRAN operation for public safety) is a failure weakening mode specified in 3GPP (3rd generation Partnership Project), and mainly describes a networking mode, service characteristics and a processing flow when an EPC (Evolved Packet Core) link fails. A cell in Network sharing is commonly used by a plurality of EPCs belonging to different operators, configuration parameters such as PLMN (Public Land Mobile Network) and TAC (Tracking Area Code) are uniformly configured according to networking and planning, and information carried by system messages broadcast over the air in the Network sharing cell is different in a Network sharing mode and an IOPS mode.
The inventor of the present application found in long-term research and development that, when an EPC of a certain operator serving a cell in network sharing fails, the operator needs to simultaneously operate in a network sharing mode and an IOPS (Isolated E-UTRAN operation for public Safety), but a broadcast message of the cell is a set of configuration and cannot simultaneously issue configuration parameters in the two modes. When the shared cell enters the IOPS mode, for a normal operator, information on an air interface has a large influence, and a terminal of the normal operator cannot access a cell service in network sharing.
Disclosure of Invention
The technical problem mainly solved by the present application is to provide a method for notifying system information, a base station device, and a computer storage device, which can enable a cell to simultaneously operate in a normal mode and an IOPS mode.

In the present embodiment, when the connection link of the cell 100 is normal, a UE (User Equipment) is coupled to the macro core network 12 through the base station 14 accessing normal applications. When the base station 14 of the cell 100 is disconnected from the macro core network 121, the base station 14 detects that there is a link failure of the macro core network 121, and enters the IOPS mode. In the present embodiment, the base station 14 generates at least one system message block SIB. At least one system message block carries macro core network information and IOPS information without link failure. The IOPS information includes, for example, local core network information for replacing the macro core network 121 in which the link failure has occurred.

It is understood that when there are multiple macro core networks without link failure in the network-shared cell, the SIB1 includes multiple first plmn identities, which may be included in a plmn identity list and carried by the basic field of the SIB1 in a specific application. The first tracking area code and the first access priority configuration information may also be included in the list and carried by the corresponding system message block when there are a plurality of them.
For example, the user equipment 18 includes user equipment a and user equipment B, in the normal mode, the macro core network 121 and the macro core network 122 provide services for the base station 14, the user equipment a is configured to receive information sent by the macro core network 122, the user equipment B is configured to receive information sent by the macro core network 121, when a link failure occurs in the macro core network 121, the user equipment a enters the IOPS mode, the local core network 16 provides services for the base station 14 instead of the macro core network 121 in which the link failure occurs, the user equipment B is configured to receive information sent by the local core network 16, and the system message block generated by the base station 14 includes a system message block SIB1 and a system message block SIB 2.
The user equipment A acquires a part of a basic field in a system message block, namely a first public land mobile network identity and a first tracking area code carried by the basic field of the system message block SIB1, and first access priority configuration information carried by the basic field of the system message block SIB 2; the user equipment B acquires the part of the extension field in the system message block, i.e. the second public land mobile network identity and the second tracking area code carried by the extension field of the system message block SIB1, and the second access priority configuration information carried by the extension field of the system message block SIB 2.
And the second method comprises the following steps: the macro core network information and the IOPS information are carried by different system message blocks.
The at least one system message block SIB comprises a first system message block and a second system message block, wherein the first system message block is used for carrying macro core network information without link failure, and the second system message block is used for carrying IOPS information.
The macro core network information includes a first public land mobile network identifier, a first tracking area code and first access priority configuration information of the macro core network 122 without link failure; the IOPS information includes a second public land mobile network identity, a second tracking area code, and second access priority configuration information of the IOPS.
The number of the first system message blocks is at least two, and the at least two first system message blocks comprise two types, wherein one type is a first system message block and is used for carrying macro core network information, and the other type is a second system message block and is used for carrying IOPS information. It is to be understood that the second plmn identity and the second tracking area code and the second access priority configuration information may be carried by the same second system message block SIBx, or may be carried by different second system message blocks SIBx, respectively, for example, one of the second system message blocks SIBx1 carries the second plmn identity and the second tracking area code and the other second system message block SIBx2 carries the second access priority configuration information.
