When heavy rain falls, rainwater can not come to flow into the first downer hole through the second downer hole when passing through the cover plate, the rainwater enters the bottom of the fixed cylinder from the space between the outer side wall of the floating cylinder and the inner side wall of the fixed cylinder, the water outlet is smaller, the water flow passing through the water outlet is not as large as the water flow passing through the first downer hole, so that the water level in the fixed cylinder rises, the water level rises to drive the floating cylinder to rise, when the floating cylinder rises to the top surface of the floating cylinder and is attached to the bottom surface of the cross beam, the cover plate leaves the base, and the rainwater can flow away from the gap between the outer side wall of the fixed cylinder and the fixed cylinder.
After the rainwater is drained, the water in the fixed cylinder flows out from the water outlet, and the floating cylinder falls back until the cover plate is reset.
Preferably, the fixed cylinder comprises a conical cylinder arranged at the bottom, and the water outlet is arranged on the conical cylinder.
Through the arrangement, water in the fixed cylinder can flow out through the water outlet completely.
As a preferred scheme, warning devices are installed on the circumferential side walls of the two side walls of the cover plate.

In a normal state, the cover plate 1 is mounted on the base 2. In a light rain environment, rainwater flows through the water inlet groove 11 and flows into a gap between the outer side wall of the fixed cylinder 4 and the fixed column 21 through the second sewer hole 12 to enter a sewer.
In the process, rainwater does not pass through the first lower water holes 13 and cannot enter the fixed cylinder 4, the floating cylinder 3 cannot rise, the cover plate 1 cannot rise, and pedestrians can normally walk, as shown in the attached drawing 7.
When raining, as shown in fig. 8, when rainwater passes through the cover plate 1, the rainwater cannot flow into the first sewer hole 13 through the second sewer hole 12, the rainwater enters the bottom of the fixed cylinder 4 from the space between the outer side wall of the floating cylinder 3 and the inner side wall of the fixed cylinder 4, water on the water surface in the fixed cylinder 4 slowly rises, the water surface rises to drive the floating cylinder 3 to rise, the cover plate 1 leaves the base 2, and thus the rainwater can flow away from the gap between the outer side wall of the fixed cylinder 4 and the fixed column 21 through the base 2.
