6-25% of an inorganic compound;
0.2-5% of a surfactant;
0.2-2% of corrosion inhibitor;
the balance of water;
the organic acid is one or a combination of a plurality of oxalic acid, formic acid, malic acid, citric acid, maleic acid, tartaric acid, glycolic acid, lactic acid, glycine and adipic acid, the salt is one or a combination of a plurality of sylvite, sodium salt, ammonium salt and organic ammonium salt, and the chelating agent is an ammonia-carboxyl complexing agent.

The neutral rust removing and passivating cleaning agent as claimed in claim 1, which is characterized in that: the complexone is one or more of ethylenediamine tetraacetic acid, nitrilotriacetic acid, hydroxyethyl ethylenediamine triacetic acid, dihydroxyethyl glycine, cyclohexanediamine tetraacetic acid, diethylenetriamine pentaacetic acid, and triethylenetetramine hexaacetic acid.
3. The neutral rust removing and passivating cleaning agent as claimed in claim 1, which is characterized in that: the inorganic compound is one or more of sodium carbonate, sodium bicarbonate, potassium hydroxide, sodium hydroxide, ammonia water and ammonium chloride.
4. The neutral rust removing and passivating cleaning agent as claimed in claim 1, which is characterized in that: the surfactant is one or a combination of more of anionic surfactant and nonionic surfactant.
5. The neutral rust removing and passivating cleaning agent as claimed in claim 1, which is characterized in that: the corrosion inhibitor is one or a combination of more of urotropin, thiourea, aniline, quinoline and benzotriazole.
6. The neutral rust removing and passivating cleaning agent as claimed in claim 1, which is characterized in that: the neutral rust removal passivation cleaning agent also comprises a passivating agent.
7. The neutral rust removing and passivating cleaning agent as claimed in claim 6, which is characterized in that: the passivating agent is one or a combination of more of sodium nitrite, hydrazine hydrate, acetoxime, acetaldoxime and hydrogen peroxide.

The neutral rust removing and passivating cleaning agent as claimed in claim 6, which is characterized in that: the adding time of the passivating agent is that the passivating agent is added into the aqueous solution of the cleaning agent body after the cleaned piece is cleaned by the aqueous solution of the cleaning agent body.
9. The use method of the neutral rust removal passivation cleaning agent as claimed in any one of claims 1 to 5, characterized in that the neutral rust removal passivation cleaning agent further comprises a passivating agent, and the use method comprises the following steps:
(1) cleaning the cleaned piece by using a cleaning solution, wherein the cleaning temperature is 10-60 ℃, and the cleaning time is 4-48 h, and the cleaning solution is a mixed solution of a cleaning agent body and water;
(2) and after cleaning, adding the passivating agent into the cleaning solution to perform passivation treatment.
