In order to prevent the side wires from being entangled with each other and being in a tight state all the time due to the over-feeding of the side wires during the side wire feeding process, it is necessary to apply the V-shaped preload member 730 to the outer wall of the rotating rod 72 using the preload screw 733 in advance, thereby preventing the rotating rod 72 from being excessively rotated.
