The implementation principle of the embodiment is as follows: the cable wound on the cable drum 11 is traversed from the flushing box 21, the flushing assembly 3 is made to flush the section of cable located in the flushing box 21 first, then the flushed cable section is brushed by the brushing device 4 to brush off the residual water on the surface of the cable section, then the brushed cable section is led into a drying box 5, the cable section is dried through a drying device 6, so that the part of the cable segment which is brushed is dried, finally the cable which is washed, brushed and dried is penetrated into the plastic sleeve, the mud attached to the surface of the cable which is washed, brushed and dried is cleaned more thoroughly, so that after the cable is threaded into the plastic sleeve, no more soil exists between the cable and the plastic sleeve, the abrasion on the surface of the cable pile by the soil is reduced to a certain extent, and the effect of cleaning the soil on the surface of the cable is achieved conveniently.
