Abstract
The invention relates to a rural black and odorous water body identification and judgment method, which comprises the following steps: step one, defining a responsibility main body; step two, primary identification; step three, when the recognition result in the step two is disputed, performing water quality detection; and when the recognition result in the step two is not disputed, taking the recognition result as a judgment result. The method is based on the method with public comments as the main part and water quality detection as the auxiliary part, the identification and judgment of the black and odorous water body are carried out, the judgment method and the process are simple and effective, the identification and judgment of the rural black and odorous water body are realized, and the blank of the identification and judgment method of the rural black and odorous water body is filled.

The method has limitations in identifying and judging the black and odorous water body by the remote sensing technology, images and spectral characteristics of the surface of the water body cannot really and effectively reflect the degree of water body pollution, and specific parameter values of characteristic pollution indexes of the black and odorous water body, such as ammonia nitrogen, oxidation-reduction potential, dissolved oxygen and transparency, cannot be obtained by the remote sensing technology.
In addition, the invention is directed at the identification and determination technology of urban black and odorous water bodies, the rural black and odorous water bodies are mostly small micro water bodies which are distributed in ditches, streams, ponds and the like of villages, and the urban black and odorous water bodies have the characteristics of poor liquidity, weak self-purification, small scale, large quantity and the like.

step three, when the recognition result in the step two is disputed, performing water quality detection; and when the recognition result in the step two is not disputed, taking the recognition result as a judgment result.
In a preferred embodiment of the method for identifying and determining the rural black and odorous water body provided by the invention, the responsibility subject of the first step is specifically as follows: the black and odorous water body of the built-up area of the villages and towns is identified and judged by a village and township organization, and the black and odorous water body of the villages is identified and judged by a village and township organization.

In a preferred embodiment of the method for identifying and determining the rural black and odorous water body provided by the invention, the water quality detection in the third step takes dissolved oxygen and transparency as indexes for graded evaluation of the black and odorous water body.

In principle, the number of detection points of each water body is not less than 3, in 2 physical and chemical indexes of a certain detection point, more than 60% of data of 1 index or more than 30% of data of 2 indexes reach the grade of 'severe black and odor', the detection point is regarded as 'severe black and odor', otherwise, the detection point is regarded as 'mild black and odor';
more than 3 continuous detection points are regarded as 'heavy black and odorous', and the area between the detection points is regarded as 'heavy black and odorous';
more than 60% of the detection points of the water body are considered as 'severe black and odorous', and the whole water body is considered as 'severe black and odorous'.
