A roof rainwater collecting and utilizing system comprises a water storage unit and a drainage unit, wherein the water storage unit is fixedly paved in a roof area enclosed by a roof parapet, and the drainage unit is fixedly arranged on a parapet wall body; the water storage unit comprises a waterproof membrane, a water storage layer, a sand layer and a vegetation greening layer which are sequentially paved from bottom to top, wherein the waterproof membrane is paved on the top surface of a roof and the wall body of a parapet; the drainage unit comprises an overflow pipe, an emptying pipe and a drainage vertical pipe, wherein the overflow pipe penetrates through the middle part of the parapet wall body, and the emptying pipe penetrates through the root part of the parapet wall body; one end of each of the overflow pipe and the emptying pipe is communicated with the inside of the roof area, and the other end of each of the overflow pipe and the emptying pipe is communicated with a drainage vertical pipe fixedly arranged on the outer wall of the building; the roof is internally and fixedly provided with a recycling pump, the water inlet end of the recycling pump is communicated with the inside of the water storage layer, and the water outlet end of the recycling pump is communicated with a rainwater utilization device. The system can purify water by adopting vegetation and soil, has the functions of preventing overflow of rainwater and freezing of accumulated water, and is simple in structure, low in cost and easy to construct.
