wherein the three-stage operation maintenance management devices are selected from X three-stage devices arranged in Y sets independent of each other, Z three-stage devices are in each set, and each three-stage operation maintenance management device is selected from Z three-stage devices in each set;
a second communication channel is established between the tertiary operation maintenance management device and the secondary operation maintenance management device, and the second communication channel is used for receiving the alarm synchronization message forwarded by the secondary operation maintenance management device and reporting the alarm synchronization response of each tertiary device in the set according to the alarm synchronization message;
