In addition, the financial income and expenditure auditing mainly comprises the performance auditing of the budget of the level, the performance and settlement auditing of the budget of subordinate government, other financial income and expenditure auditing and the like.
And S15, disclosing the auditing result.
Specifically, the audit result may include, for example, one of a financial deficit, a financial surplus, and a financial balance. When the audit result is disclosed to the public or a superior government, the audit result can be disclosed through a related website of the government, can be announced through media such as broadcast, television, newspaper and the like, and can also be disclosed through a statistical report and the like of a third party organization.
In step S12, the government income and expenditure may be divided into two types:
the financial revenue may include, for example, at least one of: tax revenue, non-tax revenue, social security fund revenue, national property revenue, debt revenue, diversion revenue, and the like. The tax income may include circulation tax, income tax, property tax, resource tax, behavior tax, etc.; non-tax revenue including government funds, lottery equity funds, national paid use income, national asset paid use income, penalty income, donation income on behalf of the government, central income of governing bodies, interest income generated by government financial funds, etc.; the social insurance fund income is divided into basic endowment insurance fund income, unemployment insurance fund income, basic medical insurance fund income, industrial injury insurance fund income and fertility insurance fund income according to projects; the national asset earnings comprise incomes such as profits, rent, dividends, fund use fees and the like obtained by governments by virtue of the acquisition rights of the national assets; debt revenue includes paid revenue that governments take by credit, and the like. And the random parameter comprises at least one of: initiator identity ID, initiator name, initiation amount, beneficiary identity ID, beneficiary amount, and the like.
As a preferred implementation of the embodiment of the present invention, when writing the financial balance records into the intelligent contracts, the principle of "few subject to majority" needs to be observed. By "majority-less," it is specifically meant that all nodes in the blockchain platform need to be broadcast before writing the financial balance records into the intelligent contract, and that the balance records can only be written into the blockchain platform after most nodes have agreed, i.e., the uplink is completed. It should be noted that "few subject to majority" does not refer to the number of nodes, but may be the computing power, the number of shares, or other characteristic quantities that can be compared by the computer.
When the financial records are encrypted, for example, an asymmetric encryption manner may be adopted, or a symmetric encryption manner may be adopted, which is not limited in this embodiment. Preferably, the encryption mode in the embodiment of the present invention may be, for example, encryption by using an asymmetric encryption algorithm. Generally, an asymmetric encryption algorithm requires two keys, namely, a public key (public key) and a private key (private key), where the public key and the private key are paired, and if data is encrypted by the public key, only the corresponding private key can be used for decryption. This kind of encryption mode can promote the secret degree of block chain platform information data, prevents revealing of information, and then prevents artificially maliciously to falsify information data, and this has guaranteed authenticity and reliability of data at to a great extent.
The embodiment of the invention tracks the financial condition of the government based on the blockchain technology, and the blockchain is a decentralized distributed database essentially and is a public account book commonly maintained by all nodes in a blockchain platform. Therefore, all nodes added into the blockchain platform can check the uplink data, so that the data has the characteristic of transparence. In addition, due to the existence of the block chain type storage technology, the data after uplink is ensured to be difficult to be tampered, and the reliability of the data is further increased.
The blockchain technology is applied to the field of government financial tracking, and all nodes added into a blockchain platform can acquire the financial income and expense records uploaded to the blockchain platform, so that the public can know the government financial income and expense conditions more clearly, and further the trust of the government is increased. In addition, the credible timestamp and the credible random number are bound for the income and expenditure behavior, so that the authenticity of the data can be further improved, and the data can be prevented from being arbitrarily tampered by others, so that the public trust of the government is finally improved. When the receipt and payment records are checked, the check can be realized through any node (such as a computer), so that the checking efficiency is higher, and more convenient and quicker office work is realized.
Based on the same inventive concept, some embodiments of the present application further provide a device and a non-volatile computer storage medium corresponding to the block chain-based government financial tracking method.
