6. The buckle assembly as in claim 1 further including a non-slip pad attached to the inner peripheral surface of said ring at spaced intervals.

7. The buckle device of claim 6 wherein said non-slip mat is a silicone non-slip mat.

8. The buckle assembly as claimed in claim 1 wherein said resilient members are two in number and are connected to opposite sides of said outer peripheral surface of said ring body.

9. The buckle assembly of claim 1 wherein said resilient member is a spring.

10. The buckle assembly as in claim 9 wherein said resilient member has an elastic deformation in the range of 0cm to 2.5 cm.
