When the ratchet wheel 1 moves to the position, the ratchet wheel locking lug 1.5 of the ratchet wheel 1 collides with the pawl locking lug 13.2 of the pawl 13 to block the movement trend, and after the wire drawing tension is removed, the pawl 13 (which is provided with clockwise torque by the pawl spring 11) rotates clockwise.
